battlespace editor

yesterday on cbt I read there is a program called battlespace editor available . have any of you heard of this program , and where I might be able to get it .

If it is the same as the one listed here http://www.solaris7.com/Files/Downloads/?Action=FileList&CategoryID=969 it is a DOS software.
