Perhaps you should use a two entries table with the first one being the type of units (infantry, vehicles, 'Mechs, Space Ships) and then the tech.

Each State/planet might have a maximum number that would mean different things.

To make it clearer, here is an example.

Infantry - 1
Vehicles - 2
'Mechs - 4
Space Ships - 8

RetroTech - 1
Standard - 2
Advanced - 4
Royal - 8

So a 8 could mean that you can produce Infantry with Royal Tech, Vehicles with Advanced Tech or 'Mechs with Standard Tech and several 8 could mean that you are a big State and you might produce the three of them.

I'm still well away from basic force modifiers in the game setting, but I understand what you're saying. I was looking at the R/S/A/R to have the modifiers available while I created force listings.

I did break the listings down in a similar fashion, but also added a Militia column. Right now the total numbers are bit fuzzy. I've already placed functional factories, but I'm still in the process of redrawing a few more lines on the map. Completing that particular task will give me final planetary numbers. (Factions have already been assigned their individual "tweaks" - for example, on the average FWL states have larger infantry brigades compared to ex-Lyran states, etc.)

Those were just provided as an example of what I meant, not as the Truth. ;)

 Not sure if I missed the definition of primative, do you mean, no laser weapons? it's 2011 here on 'terra' and were almost able to build these 'primative mechs'

  anyway I'm going to introduce my own AU, something quick and light and adjustable

Primitive mechs are ones built with a lower tech base (modified industrial i think) that were in service during the age of war, designs like the original Commando, the Makie and the Hector.
