Home Guard Regiments- 3 battalions, 1 of tanks, 2 of infantry, used mainly for defense, 124 regiments in 3025.  HLSB p. 69
Every CC world has a militia regiment of 2 battalions of Infantry HLSB p. 72

Of course canon is inconsistent about that as well. It has been stated in multiple sourcebooks that Tikonov (the planet, not the commonality) had 80 regiments worth of militia stationed there when the Crucis Lancers assaulted it during the 4th SW. I assume other important worlds also had/have reinforced militias.

I would guess that the 2 battalions of infantry on every Capellan world is not referring to the total manpower potential but a national or federal requirement that said force be mobilized at all times.

Or the 2 battalions is a minimum requirement- some worlds have more. Keep in mind, the BT Universe is a setting where line Infantry and Armor regiments are barely mentioned in TO&Es, so the fact the militia got even a single line is impressive.

True but Liao is in bad shape circa 3025 and it has to make everything count including infantry. I like the minimum requirement makes a good security force as certain planets just don't need (depending on terrain and industry) a heavy armor force.

2 battalions already mobilised and several others waiting to be mobilised should the need arise.

If this helps, in the Kapteyn story all worlds have a base of 1 regiment, with more troops available to larger more developed worlds and capitals.  Works pretty well and allows for important worlds to have a large and efective home defence force.
