When writing my AU I decided to have a decent sized facility on Baltazar III and house some Blakist remnant forces there however where ever I looked I couldn't find information on the world so - I wrote it myself.

All fluff is non-canon

Recently got StratOps so I've tried to get this right, if someone thinks something is wrong don't hesitate to say - I'm new at this building star systems.  ;)

   Not much is known about the world other than it is ugly.  Fourth in a system that many an explorer would describe as uninhabitable.  The first three worlds are barren rocks burned by the system’s star.  The fourth world however is a complete opposite colder than the others it retained its atmosphere and produced an oxygen/nitrogen atmosphere that would sustain human life comfortably.  With a gas giant as the fifth planet asteroids would more likely be caught but its gravity than the planet.  The three outer planets are nothing special either barren rocks one is possibly the cast off moon of the gas giant.
   The exact colonization date of the world is unknown however in 3025 it was logged by ComStar as a world under the control of the Cirincus Federation with almost no data taken on the world other than its rocky terrain, cold atmosphere and small amount of surface water.
   Cirincan information gained following the fall of Cirincus in 3072 to the Duchy of Tamarind-Abby point to the name Baltazar coming from the founding family, who originated on Terra’s South American continent in the province of Brazil, and that the colony was founded in 2784.  Looking at the people of Baltazar III there is a Brazillian feel the people and culture despite the planet being a polar opposite to the country on Terra.
   There is only one very small city on Baltazar III‘s south continent near the planet‘s only landlocked, named originally Baltazar’s Landing, few buildings stand taller than two stories and the “Spaceport” is more a field than an operating facility.  Two small firebases flank the north and south approaches to the city while a mountain range that nearly completely rings the planet dominates the western approach.
   In many respects you’d expect this world to have been completely ignored even when the Lyrans were invading the Cirincus Federation, however the Lyran Alliance, guided by Intelligence data, dedicated the 3rd Lyran Guard and Grey Death Legion to the conquest of the world in 3072.  The reason for this became clear as a seemingly unknown garrison force from the mountains attacked the Lyran and mercenary forces. Possessing far stronger weapons than any other in the Cirincus Federation.  The Lyrans identified this unit as the Forty-seventh Shadow Division, a remnant Word of Blake force.  A full month later the Lyran aligned forces ended the fighting on Baltazar III as the Forty-seventh were destroyed totally.
   In the mountains about one hundred kilometres from Baltazar’s Landing the Lyrans found the prize a complete BattleMech facility capable of producing several different designs in quantity.  Unfortunately with almost every design the Lyrans were completely unfamiliar and the equipment was locked by a looping computer virus which reloaded itself every ten minutes from a different server.  More than three months were wasted by the Lyrans as the tried to eradicate this virus before they chose to completely redesign the computer system and hold production.
   Because of this facility and because it is built so deeply in the mountains the Lyrans have chosen to leave it where they found it and build around it.  Much like the Fox’s Den in the Federated Suns the Lyrans are opening up massive areas of the mountains to create facilities and defences.  Currently the Grey Death Legion and one Lyran WarShip are always stationed within the system.  Like the Cirincus Federation the Lyrans have almost entirely ignored Baltazar’s Landing and its population.

Really, as long as there is an unbroken line of people calling themselves "Clan Nova Cat," it doesn't really matter to me if they're still using Iron Wombs or not. They may be dead as a faction, but as a people they still exist. It's not uncommon in the real world, after all.

So not Star League colonized?

Theres nothing to indicate either way.  The closest information I could find was in the Housebook - Major Periphery States book.  For the Cirincus Federation it states the Black Warriors took over Cirincus in 2772 when they missed the exodus.  The took over the region that would become the Cirincus Federation following heavier colonization with Lyran refugees arriving as they tried to avoid the Amaris Civil War.

With no canon data on the planet I decided to make something up.

I asked this because there is a big factory on this world and big factory means Star League.

But Gabriel is right: in your own universe, your word is the law.

I think there are at least 3 lines so yes not the smallest - in this they can also build blakist designs.  It could have been Star League.  In this the Blakists were planning Cirincus to be a fall back for quite a while unfortunately it didn't really work for them.
