Well there is that 5 year period between then.  And even then, how much is available for mercs and not already spoken for by standard 'mech production lines.

Well, House Davion had the plans in 3071, the Lyrans were making it by 3073 and the Blakists had it before 3075, so for all we know they could all be making it shortly.

It would also seem, in the particular case of something structural - like armor - that production after entry isn't an entirely difficult affair.

But that's just me.

Okay I give up  ;) but I will never understand the Inner Sphere powers and their tech policy  :P

As opposed to the Clans, who will give their tech to anyone who asks for it and beats them in a one-on-one fight?  ;)

Now now, If the big guy beats you in a fist fight, woudl it not be prudent to give him the keys to your supped up camaro? :)

TBH, what does it really matter what tech mercs get?  So I have stealth armor on a Zues, never meant for it, but meh.  In the end I just became dependant on the CCAF if I want to keep it in stealth.  Meaning overall it is a great way to keep mercs loyal to you.  At least until someone makes the knock-off version. :P

It is better for the Capellan Confederation but not for the mercenary unit.

Exactly.  You sell a small amount of your house tech to a merc.  He keeps buying it from you untill something better comes along.  In that time, the chances he will go elsewhere are lessened due to said house tech.  Not going to say I would work for them unconditionally, but say I have a steath Pillager in my TO&E.  You can bet my C-bills that I want it nice and stealthy back covering my ass in a fire fight.  It is all a matter of perspective as I look at it.  Now I could see a problem if we got massive access to clan tech. (I would also be a VERY happy Merc)
