The Lyrans stole BattleMech technology in 2455, the Federated Suns bought it from the Lyrans in 2457, and defectors brought it to the Capellans in 2462, so I'd guess the Taurians acquired it somewhere between 2459 and 2469. I imagine navies would begin fitting small attack craft with 'Mech-grade technology within a decade of acquiring it.

The first Federated Suns domestically built aerospace fighter is stated to be the Centurion in 2430, although aerospace fighters long predate this - the Free Worlds League's Eagle first flew in 2324.

The Taurian Concordat was an older and more stable state than the Federated Suns so it's unlikely they were behind the Suns. As a result they likely had aerospace fighters (given the way Battlemech technology spread, likely copies of other states' designs since no native design appears in the RUW aerospace RAT for the Taurian Concordat) before 2400.

Per Strategic Operations the first Aerospace fighter built in the Concordat was the Lightning in 2489.  That's not to say that they did not have aerospace fighters before this but they would have been bought from another nation (which seems unlikely given the Concordat's history).   I will say the date of 2489 seems really late, given that the TC was a major naval power before the Reunification War (arguably second to the TH), with the bulk of it's forces being naval. Much like the US prior to WW2- the TC had a large standing navy to protect it's borders and Lines of Communication, with a small professional army that in times of war would be greatly expanded with volunteers and/or draftees.

I have no real evidence to back this up, but it's possible that the Concordat originally relied on small craft rather than aerofighters.

Before the Feds introduced the Centurion, the only known aerospace fighter the Taurians had to worry about was the Capellan Firebird, and frankly, it wasn't great (Pretty, but not great).

Small craft are also better for hit and run attacks than aerofighters because they can be launched from carriers several days away from the target, rather than relatively close by where the carrier might still be at risk. This could be seen as desirable if the Concordat is worried about facing a much larger power better able to absorb losses.
