I think he was reffering to the broad strokes of the idea, such as 3rd Generation Mech Technology, the idea of a third Star Leauge, possibly dominated by the Clans, etc, etc, etc.
Basing anything on a project where Herb gives me a few ideas and says 'make it funny and somewhat playable' is really going to do nothing but give you nothing but issues.
