It'd be likely for different companies to go different routes.

Adding infantry bays... very simple in the game. Not so easy in practical terms.

Engine costs over double an ICE engine, so the savings from making the rest of it smaller don't add up I guess

It depends how much weight you can save at a guess. And the savings on the Monitor amount to only 10 tons overall (the Vedette dropped almost half it's weight, no surprise given what a fat pig the ICE model is)
