Well, have you considered scanning the UK copies and turning them into PDFs for download? Hosting the documents, or any other supplement is easy and would certainly spread the info around if that's what you're looking to accomplish before sale.
I was asked that over on LotB too.
Being a big supporter of MFUK back in the day (regional distributor), and in light of many of the contributors still being active writers/authors, I would not wish to breach their copyright or encourage others to do so. Regardless of whether or not Topps would seek to protect their interests, the likes of Dave McCulloch, Mike Stackpole and Chris Hartford deserve to have their copyrights respected.
Now, if an individual gave me specific permission to publish an article or rule set they'd written, I'd have no issue releasing that info and hosting it on my website, and I have done this with various works from a variety of authors of D&D and associated works (my previous area of interest). At the moment, I'll catalogue, post the odd review, probably add an MFUK and BT Fanzine page to my website, and then sell or trade, and if someone else later chooses to breach the author's copyrights, that's their decision to make.
To that end, I've posted a review of Outreach And Beyond over on LotB, and I'll post a copy here if I can find the appropriate section. More will follow over the coming weeks as I work my way back through my geeky teens.
