The matter was escalated to that vendor yesterday morning.  At this point, all we can do is wait for the vendor to fix it.

To my knowledge, the website has been up the entire time and we have access to make changes to the content of the CMS.  I'm the one that put up the news post on the site.

Even if they're on the same server, web application process, and database, the nature of the problem may be that only a resource or resources needed by the forum is down for the count.

They most certainly do. I've seen multiple hospitals lose access to an entire data center for most of a day due to a faulty update in a switch.  This doesn't faze me.
