Certainly - they had no grab bag of defenseless worlds to att....Ummmm....."Liberate". That means that they wouldn't want to have to fight a potential 3-front war -- they'd be more inclined to try and get worlds to "invite" them in.....

Yeah the Soviets were good at "Liberating" people from their freedom and lives.

Ooooohhhhhhh, come now, Gabriel! The Soviets only "liberated" Czechoslovakia, and Hungary...after, you know, "liberating" them from the Nazi's....

Why do you think they had the Chinese, Vietnamese and Cubans?  ;)
