Any idea when this incident "happened"?

The Star League Sourcebook's version (squadrons of white aerospace fighters escorting 20 Star League transports near the Capellan Periphery) is listed between the appearance of Wolf's Dragoons and the Disappearing Battleship of Merope. This might suggest it occurred before 3005 but after the Merope incident, but none of the three events are dated there.

The ComStar Sourcebook combines the White Wings and the Disappearing Battleship into a single incident in 2979 (maybe 2980, depending on which month Primus Sims died in, how fast the next Primus was selected, and how fast the ComGuard deployed).

I don't know if the Jihad sourcebooks mention the incident at all.

But I couldn't find any indication that there were written in this book in chronological order.

No or perhaps.
The White Wings escorted 20 Star League era transports that appeared and disappeared in the Capellan Confederation near the Periphery.

The Comstar SB links the attack on the Tripitz as the possible inspiration for the Vandenberg White Wings.  It does explicitly state that while the TC released a statement "indicating that a mysterious group of while ships had appeared and attacked their forces in an uncharted star system" they did not mention the Black Lion BC.

Yep, as always, ComStar could be lying. I find it interesting that the Explorer Primus died only ten days before the incident, and that while the Word of Blake's interjection confirms that ComStar deployed fighters, it doesn't confirm how or why they were deployed.

The White Wings were first mentioned escorting transports near the Capellan border.  When Comstar attacked the Tripitz in Taurian space, their craft were also painted white, which added fuel to the fire.
