Admittedly I am not a Dark Age expert but from what I heard the Mongol Doctrine abandons Clan restrictions or traditions on inflicting collateral damage versus civilians. Essentially it is their version of total war against the InnerSphere.

That's my take on it. Also, collateral damage can also include your allies, as the Hell's Horses found out when Malvina all but destroyed the Kell Hounds with OrbArtillery while they were engaged in combat with a Hell's Horses unit. The Falcons have also used at least one nuke on Skye, IIRC, which is a clear violation of normal Clan doctrine.

There are several things here.
First, the historical Mongol Doctrine is more akin to psychological warfare with the Mongols starting with Genghis Khan trying to create around them an aura of fear so as to minimise casualties for them and to make people surrender to them.

Whereas in Dark Ages (I am not really familiar with it but I did some research), it looks like a radical political view in Clan Jade Falcon linked with a blood thirsty Khan Malvina Hazen (with what we would call serious psychological problems).
This seems (and I do say seems) to focus on using whatever strength is available to fight ones target (and this at all levels, tactical, strategical) with the reasoning that "the only good enemy is a dead one."

Calling Malvina  a psychopath is an understatement and an insult to other psychopaths

The Hells Horses developed what they call the Mongol doctrine is one of using mobility to offset low resources. If I understand correct it's based off how Genghis Khan's numbers were over-reported because no one grasped how fast mongol armies were moving so they were reported multiple times and assumed to be different forces. (Similarly the Zero's range in WWII was longer than the Allies realised so Japanese air strength and the logistics of their deployment were overestimated).

Malvina Hazen took this and interpreted it as using ostentatious violence to compel submission.

Pretty much I think "Fear" is a big part of the strategy - the worse the Falcons act the more likely others will not step up against them.

Unlike the initial Clan invasion phase where the Inner Sphere united against the Jaguars there appears to be little to no chance of that happening in the DA era and that I think is what's released the Falcons.

I think fear in the Falcon Clan is a big factor as well fear of Malvina.  No-one has stepped up against her since her rise because they don't exactly know what the unhinged Khan will do

Really, as long as there is an unbroken line of people calling themselves "Clan Nova Cat," it doesn't really matter to me if they're still using Iron Wombs or not. They may be dead as a faction, but as a people they still exist. It's not uncommon in the real world, after all.

Needing to come up with a way to make use of their limited resources, an idea was created and was approved by the Clan Hell's Horses Clan Council.

The Mongol Doctrine is based on Fear and Speed . It was developed and used by the 1st Horde Cluster (Clan Hell's Horses)

Tactics

The Mangudai Trinary uses its speed to flank the enemy and use hit-and-run tactics to draw the enemy out of its position to allow the Tulughma Trinary to be used as a hammer. The attached Supernova is used to assist wherever it is needed. Their tactics were the basis for the new Mongol Doctrine for the Clan.

Composition History

Mangudai Trinary - consisting of mainly light vehicles and 'Mechs with few in the medium weight class.

Tulughma Trinary - consisting of heavy and assault vehicles and 'Mechs.

Support Supernova - consisting of infantry.

Yeah she is insane she called down an Orbital Bombardment on her own ally troops to kill a unit of Kell Hounds. But the Kell Hounds were one of the tough, experienced mercenary units skilled in combined-arms warfare that proved a match for Malvina's forces The Jade Falcons were forced to resort to subjecting the Hounds to orbital bombardment from the Aegis-class heavy cruiser CJF Red Talon to defeat them, one of a number of savage, extreme actions that Jade Falcons relied on - along with their sheer numbers - to generate tales of terror sufficient to intimidate worlds into surrendering without the need for a military campaign. Unfortunately for Hazen's allies in Clan Hell's Horses, the orbital bombardment that virtually annihilated the Hounds also savaged the Horses' Beta Galaxy, forcing the Horses to rotate the remains of the Galaxy back into their Occupation Zone to seed new Horde Clusters

No need for them. Just call Clan Ice Hellion in.  8)
