I'm guessing that was because of the 00 at the front of the link for the PDF. Beyond that, no idea. The date at the top of the blogpost says 04/01.
Oh. The '00' is part of our file naming system. '00' is the outline, and each subsequent section as completed begins with the next number in sequence: 01 Table of Contents, 02 Introduction, etc.
