Actually we don't know if the TC had Streak 2s during the 1st SW.  I would be inclined to say they didn't but there is no proof either way.

I've been assuming that as they have no design using it they probably don't build it.

Ok before i go to work i'm taking a look at the tech readouts again:-

From 3058 the Lyran Commonwealth have the starslayer in production at the south fork plant on Loxley until 2781 which gives the LCAF CASE and DHS.

Also as the FWL starts the SW in posession of Solaris they have a production line for the Lynx-9Q which gives them XL, DHS & ERPPC the line was destroyed by a FWL raid in 2928.

The Cestus-6Y was in production on Kathil in the FedSuns until a DCMS raid at the start of the 2nd succession war giving the AFFS access to XL, DHS and Gauss.

The Emperor-6A was also built on Son Hoa until the FWLM raid in the 2nd succession war it has XL, DHS, LB10-X and MPL.

The CapCon gets the Pillager-3Z in production on St. Ives until the 2nd succession war when the advanced components became unavailable giving the CCAF - XL, DHS & Gauss.

The following 3 designs are listed as being in production in the early succession wars and  in 2 cases were built to fight the Ameris occupation (so definatly outside the Terran Hegemony).

Talon-5W production line destroyed by several tac nukes in 2815 - XL, DHS & ERPPC.
Nightstar-9J both production lines destroyed in 2786 - XL, DHS, Gauss, MPL & ERPPC.
Thunder Hawk-7X - no date for production line destruction - XL & Gauss.

On the eve of Holy Shroud the FS was reserarching HPGs, in 2838 the LC was trying to recover ff-armor lost some 20 years earlier. An intresting ROM analysis stated the even after the carnage of SWI & II the IS was likely to recover all the lostech with 30 years of peace despite the ROM supported brain drain during the wars.

The military industrial complex of each nation was targeted for destruction by their neighbors during the 1st Succession War. It wasn't about capturing industry, it was about destroying it. Thirty years of peaceful redevelopment could well see the recovery of a any House I'd imagine but their neighbors and ComStar would not try to assist in that effort. The Clan invasion convinced them to work together in this recovery which took what 10 or 15 years to get back to and even surpass Star League weapons tech. Granted they are likely still running behind in other areas.

 In millitary tech the canon States surpass in some ways even the Hegemony as we have BattleArmor and minmaxed designs.  In non military research such as terraforming, agriculture  and medicine the Houses are still way behind.  In the Warrior En garde series it is noted (By Dr Riva Allard if memory serves.)that the sheer volume of info in the Grey Death core is oddly enough a hinderance as the reasearcher don't even know where to begin.
  The funny thing about the wealth of info in the later FanPro and the new Catalyst stuff is you see the military production gap in lostech is short, longer than a generation but not as bad as the original 3025 era stuff seems to indicate.  (I'm not talking about the GNP sucking warships but things like double heat sinks and endo steel lasted for quite a while.) It is the civilian sector that really gets the shaft.
   Meanwhile some stopgap measures like the Fed Suns freezers actually could have been better but for a few small flaws. (For thse who don't have Tales of the Black Widow Company the Hoff project had DHS which weighed 1 ton and 1 critical space as opposed to 1 ton and 3 crits, In addition they were compatable with standard Heat Sinks, If you've ever tried to keep a 'Mech company in the field for an extended camaign this is a plus.
   The new Foxes Teeth Starterbook says they had a problem with the coolant and stopped research about the time of the Grey Death Core arriving at NAIS, an interesting case of 3025 tech having the potential of beating out Clan Tech.
