Overview
If the regency of Tadeo Amaris taught them anything, it was that the Republic could not trust the Star League or her member states. War could break out at any time and any military build-up would have to be done away from the BSLA's prying eyes. This led to a resurgence of Terens Amaris' military doctrine of "quality over quantity," emphasizing high quality standards from the few production lines the Republic had within its borders.
After the boondoggle of 2455, the Star League's Weapons Research division decided to cut its losses and remain in the black by selling off its failed Banshee project. While many Houses purchased a entire production runs, only Defiance Industries and Weigel A&M aimed to purchase the plans for further builds. With the blueprints at rock-bottom prices, neither the Lyrans nor the Rim Worlders could afford to pass up a chance at improving their war machine. Though the base chassis would continue in production for several years, House variants soon replaced the standard -3E on production lines in both nations.
Capabilities
While both manufacturers created a cornucopia of variations, only the Rim Worlds Republic chose to put any advanced resources into improving the Banshee. Weigel's engineers took advantage of PanzerSlab's advancements in metallurgy to improve heat sink efficiency. This extreme heat dispersion allowed technicians to push the upper limits of the heat scale, replacing the 50mm main gun with a second particle cannon. The popular Stolz-Harbinger PPC was chosen as a reliable and accurate replacement for the out-dated auto cannon.
Taking a valuable lesson from battle ROMs obtained by AsRoc agents, engineers became aware of the desperate need for close-quarters defense. A sizeable amount of the 'Mech's bulk was re-purposed for short-range armament. Dual Optimax medium lasers were torso-mounted in a cluster housing, paired with a Harvester missile rack for superior defense. Though nearly forgotten by most pilots, the Banshee retained its iconic, head-mounted small laser for emergencies.
Deployment
Despite its apparent improvement over the much-maligned BNC-3E, the Republic's upgraded chassis saw limited use. Heavy cost along with BSLA interference caused production to trickle to a virtual stand-still in the late-27th century. By 2718, it became clear that the design was aging and a new, more versatile design would be required. In 2735, Weigel unveiled its Rampage BattleMech, which was hailed by the General Staff as the new standard in Republican 'Mech design.
As a result, the Banshee's production slowed to a stop in 2755, when Weigel shifted all production to accommodate the wealth of information acquired from the SLDF withdrawal. Only field kits would be produced for the few -3E models still in service, all of which ceased to be produced in 2767 when Kerensky invaded the Rim Worlds Republic.

I like this upgrade but I think the Double Heat Sinks are a bit wasted as firing in brackets would allow you ti control the heat.

It only has 10 heat sinks. Are you talking about [10 (PPC) + 3 (AC/10) + 2 (Run) - 10 (SHS) = +5]? The only way that could be controlled is by walking and firing the PPC every other turn. With that type of bracket, you might as well use the BNC-3E since the average damage would be the same.

I know both of these points but why really bother to use Double Heat Sinks on a Banshee?
And the bracketting was more: PPC or AC/10/Medium Lasers.

I was going to write that into the fluff but I haven't gotten around to it yet. The Rim Worlds Republic did not have a huge domestic production of Assault units. From what I can tell, they manufactured the Staker and BattleMaster at Diplass MechWorks (Apollo) and the Banshee at Weigel Armory & Munitions (Kwangjong-ni). This was primarily the BNC-3M, from the little evidence I have available. (Note that this is in the 27th century, before the dawn of the RMP-2G Rampage).
It would make sense for the Republic to spend resources upgrading domestically-produced units as opposed to imports, if for no other reason than proof-of-concept. The Amaris clan was preparing for war, after all and it wouldn't be good strategy to have your best units in limited supply. This philosophy of "quantity over quality" was seen in Tadeo Amaris' naval buildup in the 2600s, when a large fleet of Pinto-class warships was created. Although the Pinto Corvette is not built for anything more than commerce raiding and picket duty, it was something the Stars End shipyards could easily produce and upgrade, if needed. Indeed, we see that Lord Stefan's fleet consisted largely of these older designs, refitted at various shipyards across the Republic.
So while the BNC-3E might be garbage to the rest of the Inner Sphere, we see what the Lyrans could make it do with a bit of ingenuity in the 31st century (BNC-3S). The idea of supplanting the AC/5 with the upgraded AC/10 was to create an early concept 'Mech for the BNC-3S, manufactured at Defiance Industries of Kwangjong-ni (formerly Weigel A&M). It creates a plausible and logical chain of development, just as the Rampage did for the ZEU-5S Zeus.

Yes. The BNC-3M was a Marik refit of the BNC-3E, made just after the FWL joined the Star League (2579). The PPC shortage that House Marik was famous for didn't occur until the Succession Wars. During this era (Star League), they had plenty of them.
Technicron Manufacturing is the only plant for the AWS-8Q afterall. ;-)

I felt like taking your advice that the DHS were being "wasted." :) Gave those heat sinks something to do for their paycheck.
