Title: Optimizing the Enforcer

Design contest twenty-four featuring the Enforcer is very similar to the focus of our last challenge, the Centurion. Both ‘Mechs are fifty-tons, both are Davion favorites, both have the same base design speed, and both use the AC/10 as their main gun. So how is the Enforcer different? Well it features jump jets for extra mobility and backs up its AC/10 with energy weapons instead of missiles at least in its original version. But who it will be different in the Salient Horizon universe is something I leave to you. I have a few ideas of my own but I really can’t wait to see what you guys can come up with here.

The tech base for this enterprise will be InnerSphere Level 2, also known as Star League lostech, circa 3053. Remember some Level 1 standards which Bradshaw and myself think still have value like Large Lasers and PPCs which feature the same damage factor as their higher tech brethren with less range and perhaps most significantly less heat. Design Traits of this Setting
Both the Federated Commonwealth and ComStar seem to have gone in the other direction with LRM batteries preferring larger LRM-15s and 20s linked to Artemis IV FCS to enhance accuracy. Facing the technologically superior Clan invaders have caused them to spend vast sums of resources on the finest technology available usually translating into high priced BattleMechs that few other factions can afford.
This is somewhat true for the Draconis Combine which has lost a significant portion of their industrial capacity to the Clans. This has been forced Kurita designers to innovate in new and different ways regardless of traditional warrior ethos which pervades the realm. Many Draconis optimizations have included the C3 System which is accelerated from the canon setting which saw their deployment lag.
The Free Worlds League in particular have embraced massed LRM-5s over the larger batteries to provide closer mass equivalents to Clan LRMs. Thanks to a corresponding increase in NARC units these ‘fire teams’ have become quite effective in the Marik Civil War. Also, the Blazer has made an appearance in the shattered FWLM searching for an advantage over their former brethren.
The Capellan Confederation typically fields cost effective designs at this time thanks to their resource strapped situation. While justifications for high end increases can be made like the Outreach Conference, Wrath of Blake technical aid, spoils of war from Isis forces, and good old Capellan espionage these should be minimized. My advice would be Periphery plus for these designs as the Confederation is under strain supporting Isis right now as it is. Growing stealth tech reflected in the Raven would be appropriate in many cases as sophisticated electronic lostech devices like the Guardian ECM Suite would be a priority for their recon designs. There is also a fire support role which is a hallmark of Liao tactical doctrine. The discovery of Thunder LRMs to deploy minefields and use of Arrow IV Artillery on the Catapult are themes which could be amplified here.
Regional factions like the Draconis March and the Periphery have seen the introduction of some ‘simple’ lostech items like Double Heat Sinks, Ferro-Fibrous, Streak SRM-2s, and Pulse Lasers. Extra-Light (XL) Engines remain too expensive and have drawbacks which make their deployment unlikely here. Advanced orbital facilities needed for EndoSteel manufacturing also remain out of reach at this point. They are not beyond using PPCs and Large Lasers either which they view as more efficient than their ER successors.

Please do your research (think Objective Raids) for available components as this will be another factor in rapid production. I love fluff and your winning designs will be featured in my BattleTech Salient Horizon alternate setting. I'd like to go beyond the refits bought to you by Technical Readout 3050 and delve into extensive redesigns of your BattleTech favorites. Sharpen up your favorite war machines perhaps drawing on past or current variants while remembering the spirit or role of these Mechs. Don't forget to justify the expense of your project and multiple winners are possible. Enforcer

The new ENF-5D Enforcer was met with great enthusiasm by the mechwarriors of the AFFC.  Already one of the most popular mechs in the former Federated Suns, the -5D improved the speed, mobility, endurance and protection of the older -4R model.  The only complaint that came in was about the use of an extra light fusion engine, which made the mech more vulnerable to torso damage.  The engineering team at Achernar, concerned about these complaints, approached the Department of the Quartermaster with several ideas on how to solve this problem.  Leftenant General Roger Ingersoll told the engineering team he would only accept a new design if it matched or exceeded the capabilities of the ENF-5D. 

This posed a serious challenge, since this would require the mech to maintain the same speed as the ENF-5D.In order to do this, the engineers determined they would need to save 6 tons of mass to compensate for the heavier GM 250 engine.  At first it appeared that this task was impossible. It wasn't until the engineers began talking to the Acherner Advanced Products Group that they found a solution.  Tasked with looking at the requirements of the next generation of the Battlemechs for the AFFC, the team had developed an experimental Endo Steel Chassis for the Enforcer, the Dorwinion Standard-Alpha.  The weight savings from the Endo-Steel chassis provided the team with nearly half of the weight savings they needed. 

Now determined to make their ideas a reality, the team looked at other ways to reduce weight.  One low hanging fruit was to remove 2 heatsinks and switch the remainder to double strength models.  This not only saved valuable weight but also improved the heat dissipation capability of the Enforcer.  The final weight savings came from removing the ChisComp 32 Small Laser, 1 jump jet and half a ton of armor.

The team then presented their design to Leftenant General Ingersoll.  While the design did not exceed the original in every way as required, the General was greatly impressed.  The small laser was rarely used and will not be missed.  While the loss of 1 jump jet and a half ton of armor were regrettable, the improved survivability and heat dissipation more then offset those changes. 

The new ENF-6D was soon ordered into production at both Achernar and Kallon.

The ENF-6G was designed after the introduction of the new ENF-6D model.  During the 3030s, the NAIS began developing new prototype weapons from the Helm Memory Core.  In order to field test these weapons, the NAIS retrofitted the mechs of the famed Fox's Teeth of the 7th Crucis Lancers with new technologies. Daniel Waylen's Enforcer was chosen to test the new NAIS Mk 1 Gauss Rifle.  Replacing the Federated Autocannon, the massive Gauss Rifle required the removal of the arm mounted ChisComp 43 Large Laser to compensate for the added mass of the big gun.  Even with the addition of 2 medium lasers it was felt that the mech was under armed. 

Seeking to try and correct this problem, the design team started with the new ENF-6D Enforcer chassis.  They removed the larger GM 250 engine and went with the original Nissan 200 engine from the ENF-4R. While this reduced the speed of the mech, it saved valuable mass for the large Poland Main Model A Gauss Cannon, while allowing the mech to retain the Blazefire Sweetshot Extended Range Large Laser.

The inclusion of the bulky endo-steel chassis, combined with the bulky double heatsinks forced the designers to use standard armor plating rather then advanced Ferro-Fibrous composites. To compensate for this the design team increased the armor to 9.5 tons, providing nearly identical protection to the ENF-6D.

Overview:
At the behest of Leftenant-General Malcolm Tucker, head of the Logistics
Command for the Capellan March, Kallon Industries on Talon began work on a new 
variant of the Enforcer that was ammunition free. The main weapons are a
pair of BlazeFire ER larger lasers backed up by a trio of ChisComp 39 medium
lasers. Using the original chassis and a larger GM 250 fusion engine, this
variant is both faster and more agile on the battlefield, more so with the
addition of triple-strength myomers. For better battlefield survival a
Garret-Guardian Interface 2B ECM suite has been installed along with
ferro-fibrous armor. All other equipment is identical to the original ENF-4R.

A field refit created by its pilot, Captain Jean-Gilbert D'Aubigny of the Davion Light Guards. When his family's Enforcer old Federated AutoCannon finally gave up the ghost and needed to be replaced. Given his family's extensive wealth and influence he managed to gain access to a brand new Poland Model A Gauss rifle. The addition of the weapon meant the removal of the large laser. In its place a pair of ChisComp 39 medium lasers are mounted in arm borrowed from a salvaged Phoenix Hawk. This gives D'Aubigny's Enforcer the hand that its pilot has so longed for. After a successful combat run, it gained the attention of the engineers at Achernar Battlemechs and they have their own version.

The official version of D'Aubigny's Gauss armed variant comes with a more powerful XL engine along with an extra jump jet. The Gauss Rifle, of course remains, but has three standard medium lasers and a small pulse laser as its backup battery. A more refined left arm has replaced the salvaged arm of D'Aubgny's refit. The new endo-steel structure allows for the additional equipment.

When the schematics for the Enforcer were discovered on Achernar in 2777 it was the 1R variant that was the prototype design that was modified to become the 4R variant that was seen throughout the Inner Sphere during the succession wars but another variant that was originally designed for potential use by the SLDF was the real prize that was uncovered back then. Pushed to the side in the effort to get a design as quickly on the battlefield with the lost cost low tech 4R variant it wasn't until over 200 years later that the SLDF variant was able to come off the design board and see the light of day.

Using some of the most advanced technologies for the time the 2R design incorporated an Endo Steel Chassis for an improved weapons and armor capability. Swapping out the Federated Autocannon with an Ultra Autocannon/5 variant instead, allowing for longer ranges and similar damage output in key situations while drastically improving its ammo capacity. The medium lasers of the 1R in the arm were also replaced like the 4R with its Large Laser but in this instance they were planning on using one of the Extended Range variants sacrificing heat for increase range capability. The added heat was of no concern because of the inclusion of integrated double heat sinks able to disperse almost all heat that the design was able to cause in full battlefield conditions. Due to the additional space allowed by these heat sinks and the endo steel structure twin medium lasers were able to be kept and allowed for additional safety with one of them facing its rear arc. A flamer was also included for antiinfantry engagements. The last advanced technology included was the Guardian ECM unit, allowing the design to fulfill its roll as a mobile barrage 'Mech more effectively.

With the 10 year purchase agreement from the AFFC of the upgraded 5D variants signed and sealed along with the licensing agreement they were able to establish with Kallon, Achenars' future is well established and they can now expand their production capability and bring this old yet new design to the AFFC frontline as well.

The Enforcer-5R is a modern take on the now obsolete Enforcer-4R and follows the same basic layout, an auto-cannon in the right arm and a laser in the left. The main change is in the type of each weapon that is used. The old auto-cannon has been replaced by a lighter weight Ultra AC?5 model  which both lighter and of a lighter calibre. The large laser in the left arm has been upgraded to an advanced binary laser cannon built by BlazeFire industries. These moves increase the range of the auto-cannon and improve the lethality of the large laser. The small laser has been upgraded to a medium pulse laser, which is a much superior weapon.

Other advancements include the upgrade to the Magna 250XL fusion engine and the use of double heat sinks. Another jump jet increases the tactical mobility of the Enforcer. CASE mitigates the danger of using an ammunition based weapon, while ten tons of standard keep the pilot and Mech safe during combat.

Initial field test have shown that heat only becomes an issue only after closing into shorter ranges and making consecutive alpha strikes combined with jumps. Otherwise, a pilot who practices proper weapons management should have major heat issues. In mock combat conditions it has continually defeated older Enforcers, even when outnumbered two to one.

The Lyran portion of the Federated Commonwealth decided it needed a deep strike medium Mech and chose the old Enforcer, after purchasing the design specs from Achernar Battlemechs. Usiing the the new 300XL fusion found in the newest models of the Marauder. This change increases the speed of the Enforcer by fifty percent along with a similar increase in jump capacity. As a deep strike Mech, it has no weapons that require ammunition. The twin ER large lasers give it above average long range firepower while the medium pulse laser gives it additional short-range capability. The Guardian ECM suite allows the Enforcer to remain undetected under normal combat conditions. The nine tons of ferro-fibrous armor increases the armor protection by more than ten percent.

The added mobility of this new Enforcer will be a boon to the historically slower forces of the Lyran Armed Forces.

Achernar Battlemechs having already developed a new Enforcer with a Gauss Rifle, decide to develop a new model that featured the most powerful energy-based weapon available, the ER PPC. Using the same chassis and engine configuration of their ENF-5G, they decided to use a very familiar application based on the Marauder, ER PPCs paired with medium lasers. Call the 'Baby Marauder' by the design team, it has greatly increased combat ability and is deadly at long range.
 Even though heat can be an issue, it is not believed to be major hindrance with an experienced mechwarrior in the cockpit. Armor protection is at near maximum for the chassis size thanks to the use of 10.5 tons of Starguard armor.

And one more added to the Gauss Rifle mafia.

Overview
Even if thanks to Prince Hanse Davion, Kallon Industries had managed to get their hands on the schematics of the newest Enforcer and to launch its production closing their less profitable lines, they were still the followers of Achernar BattleMechs, producing what most were seeing as the best Enforcer ever.
Unsatisfied with this, the board ordered the development of a new version of the Enforcer that could be the real ultimate version of this Davion iconic ‘Mech, hoping to open a huge market if they were successful.


Capabilities
This upgrade was still a difficult task as the ENF-5D was fulfilling the bill. The only thing that could be improved was the firepower and range as there was a weapon even better than the Mydron Excel LB 10-X, the Gauss Rifle. The first step was to secure a supply of them and in exchange for agreeing to test some experimental tech from NAIS, Kallon Industries got access to the whole production of the NAIS Mk. I Gauss Rifles.

However putting it into the Enforcer was tricky as it was heavier and bulkier than the original LB 10-X. Using data from the tests made by the ENF-4R Enforcer Daniel and from the earlier versions of the ENF-5D, Kallon Industries decided to make a few significant improvements to see if something could be done.
First, the Heat Sinks were upgraded to 10 Double Heat Sinks, freeing weight while improving the cooling capacity and making the Enforcer able to alpha-strike while jumping. Second, the Ferro-Fibrous Armour was dropped for a brand new Dorwinion Standard-Alpha Endo-Steel Chassis (some say it was a test for the future new Enforcer III) but the overall protection level was kept. Dropping the CASE, which was no longer needed and the Small Laser, enabled a second ton of ammo for the Gauss Rifle to be put into the right torso.


Battle History
In spite of the peace in the Inner Sphere, the Capellan borders of the Federated Commonwealth still sees some raiding activities as without the pressure from the Clans, the hate between both sides is not prone to decrease.
Therefore, it was no surprise that a “unauthorised move by rogue mercenary elements” (later identified as members of the brand new Harloc Raiders) led to a small battle on Horsham with the 1st Capellan Dragoons that thanks to its years garrisoning Wernke had been given some brand new ENF-5DK1 by Kallon Industries.
The combination of speed, firepower and range was too much for the Vindicators that made out the bulk of the raiding force.


Deployment
The ENF-5DK1 is going under test fields to see if it can be used by the AFFC. Achernar BattleMechs has issued official protests to the Department of the Quartermaster but so far to no avail.
Furthermore, it has on several occasions defeated ENF-5D, making Achernar BattleMechs fear for the future of their design.


Variants
The ENF-5DK2 is an urban variant inspired by the tactics developed by ‘MechWarrior Colin McBurnham with an AC/20 replacing the Gauss Rifle, making it perfect for fights in the ambushes favoured by Colin McBurnham.


Notable ‘MechWarriors
‘MechWarrior Robert McBurnham, the son of Colin McBurnham was issued the first prototype of the ENF-5DK2, which he called Bannockburn. In spite of trying very hard, he hasn’t mastered the techniques used by his father and is glad to have more firepower at his disposal to take down his opponents.

Designer notes: Here's a low tech upgrade. Hope it's not the same thing Ice was thinking up.

Following the end of the Fourth Succession, Regimental commanders within the Capellan March Command, called on the General Motors Conglomerate to create a version of the Enforcer. One that could better compete with the Capellan Vindicator and it deadly PPC. The solution was a fairly simple that involved the downgrading of the venerable AC//10 down to the lighter AC?5 and then replacing the large laser with a PPC. The resulting weight savings allowed for the installation of another heat sink and the application of a full ton of armor with attention to the rear torso. By the start of the War of 3039, nearly forty percent of the Enforcers within the Capellan had been refit to this specification.

With the War of 3039 over and the knowledge of the Helm Core spreading across the nations of the Human Sphere, the ENF-4P underwent a few minor chnages to bring it up to date. First CASE was added to protect the right torso from an ammo explosion. Secondly to make weight for the CASE and the added heat sink, 8.5 tons of ferro-fibrous armor replaced the ten tons of standard armor While this lead a slight decrease in armor protection, it was deemed sufficient for the modern battlefield.

Overview:
Long the standby of the AFFS, the Enforcer has in recent decades faced being supplanted by Corean's Centurion. Realising that quarrelling with their rival directly in the view of the First Prince would simply discredit them, Achernar executives instead decided to use the high reputation of the Centurion and the resources poured into its upgrades for their own advantage and developed an upgrade of their flagship heavy trooper to stand alongside the Centurion.

Corean and Achernar co-sponsored a publicity holovid showing off the new Enforcer was commissioned from students at Gogh-Bukowski University. While the holovid was very popular, showing a pair of Centurions and a pair of Enforcers working breaching a fortified gate, AFFC officers were less amused to see that the gate was a mock-up of the defenses around NAIS. Clearly the liberal arts university hasn't relaxed its traditional feud with the capital's military academies.

Capabilities:
The first step of the new Enforcer was to request access to the same engine and structural materials used for the upgrades to the Centurion. In addition, fitting a Myrdon Excel autocannon to the right arm saved time designing new systems and due to NAIS involvement, the design data belonged to the realm rather than one manufacturer.

While the new engine was slightly heavier than the older Nissan, this allows the Enforcer to keep up with other fast mediums, and Achernar also allocated some of the tonnage freed up by the new structural frame to expand the jumpjet thrusters. The ENF-5R can match a Phoenix Hawk for agility.

Further weight-savings such as the scaling back of the number of heatsinks, allowed the addition of a ton of armour and upgrading the torso laser to a medium. As with the autocannon, Achernar chose to use a weapon already in production for the Centurion, expecting that the parts commonality would encourage the AFFC to purchase Enforcers for units fielding the new Centurion.


Deployment:
Currently the ENF-5R is in limited production with many lines still producing spare parts for existing ENF-4R models in use by militia and mercenary units. Test units are in service with the 4th and 5th Davion Guards, with the former allegedly keen to see how the new Enforcer compares to the Combine's Grand Dragon and Wolf Trap 'Mechs. Purely for co-operative benefits, the Guards politely assert, as if anyone would believe that.

Variants:
A less ambitious refit package is being shipped out to units that can't expect replacement 'Mechs. The 5T variant replaces the heatsinks and weapons, using the tonnage freed up by removing two sinks to make more modest armour improvements and not only upgrades the laser in the left torso but adds a second laser mirroring it. With Tukkayid having bought time, these upgrade kits are currently being sent to units along the depleted Capellan and Draconian borders.

Here's a low tech upgrade. Hope it's not the same thing Ice was thinking up. Fairly simple switch downgrading the AC/10 to an AC/5 and upgrading the large laser to a PPC. Add a ton of armor and a heat sink. Refits were done at the General Motors facility on Kathil with more than 40% of all Enforcers in the Capellan March Command having received the upgrade by the start of the War of 3039.

It is and it isn't.
I made mine for a contest on Solaris 7. The fluff was nicely done but wouldn't fit here.

Now that access to high tech is easier, it seems that the Taurian Concordat has resumed production of the upgrade kits for the ENF-5TC.
Before I go any further, I will ask you to look at the original report from 3027.

Dear Precentor Mu-IX,

After many investigations, I found out a rather not so glorious incident in which our Holy Order was involved. How we did not find about it until now is something that I feel ashamed for.

This is the report sent by one agent from the Federated Suns to Hanse Davion who had asked for investigations about some border problems. You will find after each part of the report my own comments.

Just to check about the various strange things in this report, I asked one of my contacts in our research facilities to run this design into their computer to see if it was really, what I thought it was. The results were positive.

My Lord,

You asked me to investigate the confusing reports coming from our border with the Taurian Concordat about a new design doing things never heard of. The enclosed file is my report as complete as I could find it.

As you might remember, you received some reports around one year ago about a 'Mech with unheard capacities being in the hand of the Taurian Concordat. You were afraid that this might be a new 'Mech and that its appearance in numbers could force you to move more troops than needed in that area.

Well, after much investigations and reviewing of combat reports, I can insure you that I have both good and bad news. The good one is that it is not an unknown 'Mech but simply a new version of the Enforcer. The bad one is that it really does some frightening things.

Taurian forces somehow managed to convert the Enforcer into something new (through screening their radio communications, I managed to identify it as the ENF-5TCEnforcer) and are using it both as a fire support and headhunter 'Mech. Should I add that our own Enforcer are not up to the task?
 

Capabilities: 
I will begin by the most important part of this 'Mech and what set it apart from our own Enforcer: the firepower.

The range of the AC/10 has been increased by around 20%, an impressive effort alone and making this weapon the equivalent in range of any AC/5. Even more surprising are the double impacts seen sometimes on the receiving end. The most likely explanation is that the Taurian Concordat managed somehow to develop a new type of light ammo that due to the speed of the bullet can sometimes split into two halves when hitting its target. This is already a problem if the Taurian Concordat somehow managed to get ahead of us in this peculiar R&D field. Nevertheless, it does not seem that they managed to increase the number of shots but this is not really a relief when one consider the secondary weapon the ENF-5TC has.

Even more problematic than the increased range is the fact that the ChisComp Large Laser has been replaced with a Magna Hellstar PPC. This is hardly believable as the PPC weights much more than the Large Laser it is replacing but I have seen the energy bursts on some of our 'Mechs and there is no doubt about what weapon made them. Another problem is that the Enforcer does not seem to suffer from more heat management than the normal version. How is this possible, we do not know yet.

The only difference seen is that there is no more Small Laser and the armour also seems to have been upgraded since I saw it take a hit from a Medium Laser in the back with no effect at all (something not really feasible on a ENF-4F).

To summarize, we are facing a machine with increased range, hitting power and armour that wield similar mobility, heat management capacities and staying power. I do not know what to suggest as even if our 'Mechs were trying to get under the effective range of the PPC, they would still be facing the power of the AC/10. I can only suggest our forces to never leave an Enforcer alone as this seems to be a deterrent to the ENF-5TC action.

[Surprisingly accurate but wrong at the same time. The origin of the ENF-5TCis linked to an incident that happened to one of our cargo ships (the Light of Blake) full of supplies (KWI Ultra AC/5 with their special ammo). Although we thought that it had been lost in space, it seems that for an unknown reason, this ship crashed on one of the Taurian worlds and the crew did not have time to contact us or to destroy the weapons.

Receiving this as a blessing, the Taurians were able to upgrade their old ENF-4F replacing the old Federation Autocannon with the brand "new" KWI, hence the double impacts and the increased range. With the free weight they had now, it was only a matter of time before the Taurian engineers upgraded the Large Laser into something more powerful: a PPC. Thanks to the low heat rise of the Ultra AC/5, it was possible to make for the heavier heat burden of the PPC and end with the same heat profile as the ENF-4F.

It is our fault if we did not try hard enough to investigate the whereabouts of the Light of Blake and the rumours about this new 'Mech. If we had done so, we could have quickly kept the situation under control with a raid by the ComGuards acting under disguise. To our discharge, I must say that all our energy was at that time focused on the Steiner and Davion Houses and that we dismissed this as mere exaggeration from green troops. If you wish to inflict me a punishment for this failure, I will gladly accept it in the name of Blake.]

 


Configuration / Variants: 
As this seems to be a variant of the ENF-4F, no other variants has been sighted yet.

[And for an obvious reason: the lack of access to more advanced technologies.]
 


Battle History: 
It is my duty to report that some confusing skirmishes have already happened and that every time our Enforcers have been destroyed by the Taurian ones. However the most representative report remains the last radio communications of MechWarrior Peter Philips from one of the Islamabad March Militias RCT, the first victim of the new Enforcer.

 - Sir, I do not understand it. This is an Enforcer and it is firing me at ranges unheard for a Large Laser and an AC/10. I cannot fire back.

- I know but I cannot it has the same mobility as my Enforcer. Damage reports coming in Sir. I have received the equivalent of a PPC and an AC/10 shot. How can both of them be on the same 'Mech?
- Philips, try to disengage. Reinforcements are on their way. Philips, do you copy?

This is a clear example of the tactics used by these new Enforcers. They only appear to attack Enforcers and stay out of range while destroying them piece by piece without any opportunity for our pilots to fire back.

[This is a perfect example of how efficient the new Enforcer was when compared to the standard 3025 Enforcer.]
 

Deployment: 
Fortunately for us, it seems that the Taurian Concordat is unable to have more than a company of ENF-4F upgraded to the ENF-5F version. It goes without saying that they have all been deployed through the II and III Corps are those are most likely to see actions against our own forces, where the new characteristics of the ENF-5F could turn the battle against us.

[As always this report is not 100% accurate, the truth is that the lost supplies were made to repair the equivalent of two companies with enough ammo for a month of continuous battle. It seems that after trying to use normal ammunitions for the KWI, the Taurians found out that normal ammo was not good and would only destroy the autocannon. Therefore, they decided to save the ammo by retrofitting only one company worth of Enforcer. Let me say Precentor Mu-IX that it is a rather wise move from them. However, we did not find any report from such 'Mechs after then end of the Fourth Succession War, meaning that this design was probably buried for lack of ammo after 4 to 5 years of service. A still impressive thought when comparing it to the number of shots that were carried in the cargo.

As a final note, could I respectfully recommend our Order to look for the Davion analyst who made this report? Although lacking most of the information needed, he or she managed to gather enough data and analyse it in a plausible way. This effort should be rewarded and since we are always looking for talented people...]


The truth is apparent from the ComStar report but the new versions of the ENF-5TC upgrades are 100% Taurian with production of the UAC/5 having started over for quite some time now in Sterope Defence Industries.
The Taurian Concordat is selling this rather easy to perform upgrade to mercenary units that are low on budget and has made some money with it, allowing it to launch a more ambitious project; the ENF-5TC-U with a complete overhaul of the original 5TC and no need to rely on foreign powers (save for acquiring new Enforcers to be upgraded).
The quantity of ammo for the UAC/5 has been doubled and as a mean of protection, it is shielded by CASE. The PPC is now an ER one and the 13 Heat Sinks have been upgraded to 11 Double ones. A Medium Laser has also been added and provides a welcome boost in firepower at really short ranges.
Protection is maximal thanks to the replacement of the standard Armour by Ferro-Fibrous one.
The only drawback is a slightly decreased mobility with the loss of a Jump Jet.

In spite of this, this model is becoming popular among all Taurian and Taurian affiliated units, earning recommendations for its ease to upgrade and its efficiency even in the modern battlefield. It remains to be seen how it will perform against more modern Enforcers and if it will manage to hunt them down like the ENF-5TC in the previous wars.

There were many competing concepts including this new variant of the Enforcer which not only upgraded its Autocannon but its Large Laser with Star League lostech focused on eradicating this new threat. Dubbed ENF-5R this Elemental Killer can annihilate a point of Toads in just two swift strikes.

Capabilities:
   Built around the newly molded Dorwinion II EndoSteel chassis the ENF-5R has a definite advantage over its heavier framed predecessors. While bulkier this high-tech lightweight skeleton allows for more weaponry and equipment especially when paired with the Magna 250 XL Engine. This lostech power plant debuting only a few years prior on the 5D was well regarded for its speed boost of the design which was a little more than thirty percent plus. Correspondingly the five McCloud Special Jump Jets also remain from that previous upgrade which helps with mobility especially when facing Clan Elementals. Also remaining is the Mydron Excel LB 10- X Autocannon whose cluster ammunition can be quite effective at combating armored infantry. Paired with the highly accurate Sutel Precision Line Large Pulse Laser these main guns mounted in either arm can devastate battlearmor at short to mid ranges. This Laser which was previously used on the Axman, Marauder, and Phoenix Hawk has a solid record even though many critize its short range. Backing these main guns up are two ChisComp 39 Medium Lasers which are being manufactured on New Avalon for a new BattleMech. This weapons array can wipe out half an Elemental Point per round despite being shorter ranged. Waste heat generated by running Alpha Strikes can be completed dissipated thanks to ten Double Heat Sinks which were added to free up two tons from the outdated and overtaxed dozen Single Heat Sinks that preceded them. As these 'freezers' fit perfectly within the Magna 250 XL Engine it is a near optimal match which can only be upset by continuous jump and firing during the most extreme combat conditions. Ten tons of the standard Starsheild armor plating returned from the ENF-4R providing roughly the same level of protection as the one-ton lighter ferro-fibrous armor found on the ENF-5D. Designers choose to avoid this bulky high tech plating because of the massive space taken up by the EndoSteel and Extra Light Engine. However, a CASE was also included in the right torso to prevent catastrophic ammunition explosions.

Deployment:
   Originally field tested by the NAIS Cadet Cadre the ENF-5R is currently being shipped to the Clan front where it can square off against its nemesis in actual combat situations. Whether or not this comes during a raid on the Occupation Zone or defending Commonwealth territory it is generally agreed that they work best in pairs. Ideally serving as bodyguard units they should be able to quickly deal with an entire Elemental Point at once. This has led to many FedCom regiments requesting at least two of these Enforcer models for service within their ranks. Even Lyran units who generally look down on traditional Davion Mechs have asked for this new Vollstrecker, as they call the it, for their regiments facing the Clans. As a new build rather than an upgrade of existing Enforcers the long journey from New Avalon has slowed the 5R's introduction along this contested border region.

Variants:
Mechwarriors desiring greater firepower and range against other Mechs have developed their own model which swaps out the Large Pulse Laser for a PPC or an ER PPC. The older PPC is a more popular swap because of its identical heat curve and widespread availability. While the ER PPC allows the greatest range its massive heat bloom and high cost have limited its numbers thus far. Achernar has discouraged these modifications by not offering an official refit kit yet because it essentially alters the Enforcers new role from Elemental hunter to line combatant. As their popularity continues to increase the company may have to reconsider this stance.

My final entry


While the ground forces of the Outworlds Alliance were small compared to other periphery powers, they did possess an inordinately large number of Enforcers within the two battalions they fielded. In order to meet the new strategic requirements of the AGDA, the Enforcer was stripped of its AC/10 and had it replaced with the Holly LRM15 launcher that is found on the Catapult. The ammunition comes from a 3-ton bay that is protected by CASE. Along with an heat sink a half-ton of armor has been added mostly to the rear torso of the Mech. This gave the Enforcer better long-range capability with no sacrifice to pilot protection.

Funny I was going for an Outworlds Alliance variant as well with my other one.

Based off a design used by one of the most famous Thermo Police members, a one Clint "Clean" Callawood, the ENF-4O has become an official variant of the Outworlds Alliance with the recent trade agreement with Sterope-Defense Industries for their Armstrong Class-B ClusterGun. Outfitted more for urban engagements or combat versus the more common armored calvary and infantry forces then the traditional Enforcer model it replaces the traditional Large Laser secondary weaponry for the locally produced Bical-6 short range missile system. Twin batteries of machine guns located in each torso give the design a devastating punch to any infantry that attempt to assault the unit. While not utilizing much advanced technology besides its new autocannon the designs are very heat efficient which greatly pleases their pilots.

While the ENF-5R-BFG began as a prank by two disgruntled computer technicians at Achernar BattleMechs, the design itself was deemed by quite a few officers in the Federated Commonwealth (primarily Lyran) as an interesting take on the Enforcer.  The idea that two of the most devastating weapons available could be combined on a 50-ton BattleMech still able to move and jump at average speed, while possessing nearly maximum armor protection caused many LCAF officers to begin to salivate.

Not quite as admired in the ranks of the AFFS, a limited number of ENF-5R-BFG was put into production with the majority shipped to units of the LCAF.  However, as predicted, once opponents learned just what the ENF-5R-BFG was armed with, it quickly became the target of every long-ranged weapon system on the battlefield in an attempt to keep it out of its own weapons range.  Losses were high, but still many Lyran officers pushed for an increase in production, wanting those big guns in their units.

It remains in limited production (very limited production!) to this day.

Got to say its better then what I was imagining when I was thinking of putting an AC20 on it, made me incorporate your idea into my dual blazer hunchback when I was trying to think of way for inner sphere to mimic the IIC variant

One of my favorite BattleTech design approaches since designing my Gauss/ ER PPC variant of the Warhammer which eventually became known as the Stormbringer is to pair a low heat ballastic weapon with a high heat energy weapon. However, even in the early 1990s that was nothing new as the classic Enforcer had done that years before. Even though I am very fond of the concept the Enforcer itself was not one of my favorites as we always trended towards other Mechs in our game play. However, it has grown on me over the years to be one of my favorite Mediums. Twenty-one entries by different seven designers (2 Irose, 9 Abele, 2 Bradshaw, 4 Ice Hellion, 2 drakensis, 1 Takiro, 1 masterarminas) took their best shot at this ballistic/energy weapon combo BattleMech.

PASSABLE

18. ENF-4R D’Aubigny & ENF-5G (Abele)
This one-off custom design serving in the Davion Light Guards which gave birth to a higher tech variant were Gauss approaches to the Enforcer. The original used the old standard chassis, a 200 Fusion Engine (4/6/4), and ten Single Heat Sinks before in true refit package fashion upgrading other components. Eight and a half tons of ferro-fibrous (152 factor) with CASE is a bit questionable because Gauss ammo doesn't explode. This quirk is repeated on the 5G which is harder to believe unless there is a rule, I am not aware of. I do think the balance, which I like in the traditional Enforcer, is a bit off with a massive Gauss Rifle set across from two Medium Lasers (and the Small Laser is back too). The official state lostech refit of the D’Aubigny features an EndoSteel chassis, a 250 XL Engine (5/8/5), and ten Double Heat Sinks. Ten tons of standard armor (160 factor) with CASE (?!) do a nice job protecting the Enforcer. The Gauss Rifle (24) returns along with three Medium Lasers and a Small Pulse but I again miss the balance of the old Enforcer. Personally, I would have loved to see a Gauss/ER PPC combo here but this one is ok too. Unfortunately, there were many good designs here and you just got beat out.

17. ENF-6G (Irose)
This slower version of your 6D Irose is armed with a Gauss Rifle making it quite formidable but I was always looking for the ER PPC here bud. True the ER Large Laser does provide long range firepower but the ER PPC has longer heavier firepower. You did have a little space to play with as I am not sure why this concept needed a CASE. Ferro-Fibrous could have improved the nine and a half tons of standard armor (152 factor) or perhaps equaled it to help bridge that 1.5 tons for the ER PPC. Certainly, the EndoSteel chassis, Nissan 200 Fusion (4/6/4) and ten Double Heat Sinks are already low weight enough although perhaps we could lose a Jump Jet. Ultimately, I would like to have those twin main guns in order to justify a slower medium design like this Enforcer. 

16. ENF-4V (Abele)
This ammo free Enforcer for the Capellan March featured a Standard chassis and a larger 250 Fusion Engine (5/8/5). A Triple Strength Myomer (6/9) sort of goes with the all-energy high heat arsenal of two ER Large Lasers and three Medium Lasers. The meager eleven Double Heat Sinks aren't enough to cool this weapon fire but hey you want to activate that TSM, I get it. Eight and a half tons of ferro-fibrous (152 factor) along with a Guardian ECM Suite form the defenses of this Enforcer which isn't bad. This sort of resembles another 'Phoenix Hawk Enforcer' that was submitted but unlike that one I'm not sure that the Capellan March could pull this design off. There is a commitment of resources to combat the Clans which I think would hamstring them and make this design unfeasible at least at this moment.

15. ENF-4P & ENF-4P2 (Abele)
These slight low lostech upgrades from the Capellan March both use the old Standard chassis, 200 Fusion Engine (4/6/4), and Single Heat Sinks (13 on the 4P and 14 on the 4P2). The armament for both variants is a PPC, an Autocannon/5 (20), and a Small Laser which is decidedly lowtech however it is Enforcer like. You could call this the 'baby Banshee' as the armament is identical to that 3025 classic. Of course, the only difference between these two designs would be the jumping ability of the Capellan March Enforcer here. The only real difference is the original features ten tons of standard armor (160 factor) while the second has eight and a half tons of ferro-fibrous (152 factor) with CASE. Sort of a Watchman approach for the Capellan March which isn't a horrbile approach but there were other 'simple' Enforcers I liked better.

14. ENF-4O (Bradshaw)
You made my day with this Outworlds Alliance stand alone in service with the Thermo Police. Pretty much a stock ENF-4R with a Standard chassis and 200 Fusion Engine (4/6/4) with a few modifications. Gone are the two extra Single Heat Sinks with a tenth ton of standard armor (160 factor) making for a sturdier BattleMech. The LB 10-X AC (20) replaces the old Autocannon/10 as does a SRM-6 (15) replace the Large Laser. Four Machine Guns (100) supplement this main weaponry which is all very cool but all very ammo dependent. It finishes here because I just don't see it as a wider battlefield variant but more of a unique hero 'Mech. I am going to remember this one for sure, nice Bradshaw.

13. ENF-5TC & ENF-5TC-U (Ice Hellion)
I found a Taurian version of the Enforcer an almost impossibility just because of the Davions it represents. However, this Eclipse of the Suns is an intriguing possibility for the Salient Horizon universe.  Both variants utilize the Standard Chassis and a 200 Fusion Engine (4/6/4) before going all lostech on us. The Ultra AC/5 appearing on the 5TC is a bit too sophisticated for me and ComStar (or more accurately ROM) losing track of such a lostech shipment seems pretty implausible to me. On a singular basis I could see the concept working but not on the company level as the blessed Order would have acted to eliminate them. Design wise, its pairing with a PPC works well as do the thirteen Single Heat Sinks and nine point five tons of standard armor (152 factor). The ENF-5TC-U is a bit more believable to me with eleven Double Heat Sinks plus nine and a half tons of ferro-fibrous (169 factor) for max protection. The PPC has also been upgraded to Extended Range capabilities and a Medium Laser has been added. This 3050 era upgrade just seems more plausible to me but again would be limited in numbers. Actually, I am all for a singular Taurian Enforcer boogeyman operating on the borders of FedRat space perhaps with other Concordat designs salvaged from the dreaded Davies that are now turned against them. It would be interesting side project to create this Nemesis Company which could soon be a Salient Horizon unit. Great job Ice, sorry other competitors beat you out but real good stuff. 

CONTENDERS

12. ENF-4A (Abele)
Perhaps the Outworlds Alliance could have managed to get its hands on a few Enforcers but how? It is a Succession War era Mech that could have been gradually bought from Kurita scrapyards and carefully restored. Perhaps a Davion gesture of goodwill could have seen some older models sold off to the Alliance to combat piracy and stablize the region. You could have included something about the Martial Accords and helping to fight the Clans which I have included House Avellar in. This last story angle could have covered the addition of the CASE which is the only level 2 piece of technology utilized. Since Outworlds Mechwarriors are in such short supply it makes sense that they would want to protect them. Design wise it reminds me of some of the Centurion contest entries but that begs the question where did components like the Large Laser come from? Easy enough on that with Lushann for the Lasers if they are needed but what about the LRM-15s (24 reloads)? You say the Catapult could provide that but the Alliance doesn't have a great deal of those either. Not bad, perhaps our best Periphery design entry but not enough there fluff wise to justify a higher grade.

11. ENF-5T (drakensis)
One of the simpler Enforcer upgrades for secondary defense regions was this entry by drakensis which featured the Standard chassis and the old 200 Fusion Engine (4/6/4). It upgraded the cooling system to ten Double Heat Sinks and provided a half ton more toward armor (9.5 tons which equals a 152 factor). The LB 10-X Autocannon (20) and ER Large Laser are definitely upgrades for the main weaponry. Two Medium Lasers are certainly better than just one Small Laser for the supplemental armament. Not a bad lower tech upgrade for lesser commands out there in the AFFC but in my opinion there were better entries out there that filled this role, sorry bud. Better luck next time!
 
10. ENF-2R (Bradshaw)
This long lost SLDF variant features an EndoSteel chassis and the same durable 200 Fusion Engine (4/6/4) to provide a solid core for this BattleMech. I like the Ultra AC/5 (40) and the ER Large Laser serving as the main weaponry which has long range firepower even though it may be considered lighter. Two Medium Lasers and a Flamer supplement these main guns nicely while eleven Double Heat Sinks do a good job at cooling this Enforcer. Defensively it relies on ten tons of standard armor (160 factor) with CASE and a Guardian ECM Suite to protect it. Not sure about the whole undiscovered SLDF variant but not bad at all unfortunately there were other design that just beat you out here Bradshaw.

9. ENF-5R-BFG (masterarminas)
The big freaking guns of this Enforcer will force any opponent to ask ‘Am I feeling lucky? Well do ya punk?!’ The biggest ballistic Autocannon/20 (10) you can think of is paired with a double-barreled energy Blazer which is just about the two most powerful weapons the InnerSphere has at this time. Only problem is that you have to get in a little close to let these beauties do their nasty blasting and a 200 XL Engine (4/6/4) isn’t gonna close range quickly. The mobility of the Enforcer does make it an urban nightmare for any Mech unlucky to come across it. Ten and a half tons of standard armor (168 factor) with CASE provide near maximum protection amounts of protection for this fifty-tonner while an EndoSteel chassis provides the tonnage for the BFGs. Only place it comes up a bit short is ten Double Heat Sinks which can’t deal with its weapons fire (23 heat) not to mention movement which will have an effect on its operations. So, while I like the concept a lot it is a little too gimmicky for me here. Perhaps in the arenas of Solaris 7 I could see such a design work and I will keep it in mind. Nice try though!

8. ENF-5P (Abele)
I really liked this 'Baby Marauder' produced by Achernar which featured twin ER PPCs which are backed up by two Medium Lasers. Of course, I was thinking Warhammer when I saw this long-range hitter which is super effective because of its range. While the ER PPCs lack their Clan counterparts striking power they do match their reach which is at least something to match their technological edge. That and the Gauss Rifle would be an excellent combination here and there is something of a negative going away from Davion dakka here. Although the ammo less design is attractive for raiders it can still run a little hot with sixteen Double Heat Sinks. If the Mechwarrior can maintain discipline between jumping and firing his ER PPCs it works out fine. Still not bad though as this approach uses an EndoSteel chassis, a 250 XL Engine (5/8/5), and ten point five tons of standard armor (168 factor) to make it all work. Nice job here Abele, there were just other concepts which beat you out.

NEAR MISSES

7. ENF-5S (Abele)
This Lyran refit of the classic Enforcer envisioned as a deep raider looks to me like a heavier version of the Phoenix Hawk. The Enforcer's Standard Chassis remains unchanged but plenty of lostech goodies join the design. These include a 300 XL Engine (6/9/6), fourteen Double Heat Sinks, and nine tons of ferro-fibrous (161 factor) armor. Two ER Large Lasers and a Medium Pulse make up the armament of this 'Phoenix Enforcer' which is actually a pretty arsenal. While movement and firing rate must be carefully managed there is no chance that this 'Pseudo Hawk' will run out of ammunition. Adding to its raiding capabilities is the Guardian ECM Suite also included within which is a further boon that the PXH-3M doesn’t have. Let’s face it this Mech is better than the Phoenix Hawk and it really was an out of the box ‘Raiding Enforcer’. Probably the worst thing that I can say about this design is that it isn’t an Enforcer but it does fit the role you have crafted for it well. Real good job Abele but this one is just outside the winner’s circle, sorry!

6. ENF-5DK2 (Ice Hellion)
This new Davion AC/20 variant certainly has some close-range pop but narrowly failed to crack the winners circle here. Certainly, an arm mounted AC/20 brings it's own advantages and the 250 XL Engine along with five jumps (5/8/5) provide good movement for this massive gun. Ten and a half tons of standard armor (168 factor) with CASE furnish this Enforcer with near maximum amounts of protection. I wish the second weapon was something more than an ER Large Laser and Small Laser. That being said I'm not sure how that would be accomplished as the advanced EndoSteel chassis and ten Double Heat Sinks pretty much do the most possible in opening up tonnage for weaponry. Still, it’s a pretty good design all in all but just not one that measures up when compared to others here who have longer range. Good try though Ice.

5. ENF-5R (Abele)
This modern take on the old 4R flips the script on the Enforcer’s main guns making the energy weapon into the dominate weapon by featuring a Blazer and going just a bit smaller with the ballistic Ultra Autocannon/5. This is an intriguing concept which adds range and firepower to all of its weapons even the supporting Medium Pulse. Eleven Double Heat Sinks do a pretty good job of cooling this new arrangement but it could run hot depending on movement and rate of fire. An EndoSteel chassis and a 250 XL Engine (5/8/5) are the core weight saving devices here which work quite well with ten tons of standard armor (160 factor) with CASE. The fluff is pretty generic and I could see the Free Worlds League putting something like this together for potential Davion buyers fighting the Clans. This would perhaps be too much of an investment by House Marik into a ‘foreign design’ and could bring back bad memories of the early Succession War sale of Centurions to the Federated Suns. Right now, I am gonna pass just barely on this one but in the future, it might just find a place in the Salient Horizon universe. Real nice job here Abele!

4. ENF-5R (drakensis)
This faster and more mobile Enforcer which is meant to pair with the Centurion was nearly won the whole thing. The 300 XL Engine (6/9/6) and EndoSteel chassis used on the CN9-D enable this Enforcer to not only match its ground speed but jump as far the Phoenix Hawk. This high mobility would certainly add to the operational capabilities of the Enforcer and Centurion team. The firepower of this model is actually improved on from the old 5D as the LB 10-X AC (20) and ER Large Laser remain as its main weaponry with a Medium Laser now replacing the old Small Laser. This arsenal cooled by ten Double Heat Sinks can be fired even while jumping resulting in slight overheating (23 heat) which is manageable by simply alternating movement. Ten tons of standard armor (160 factor) provides excellent protection even though it lacks a CASE. A great concept which pitted it solidly against Ice Hellion's 5DK1 variant for the top spot here. While number three and two are winners here, mainly for filling a niche in the AFFFC, they aren't the main line fighters these two were. So, it came down to speed versus Gauss Rifle for the ultimate Enforcer here. I felt that the Gauss would be a greater equalizer to the Clan threat than the 6/9/6 movement factor. I will also say the other winning models also sporting the LB-X 10-AC do steal a bit of drak's thunder. I'm sorry someone had to lose but thank you for giving me such a great option to join the others here bud. Great job, others were just a bit better IMO. 

WINNERS

3. ENF-5R (Takiro)
This Anti-Elemental BattleMech was essentially my vision of an upgraded Technical Readout 3025 Enforcer. I feel like swapping the AC/10 and Large Laser for a LB 10-X AC and a Large Pulse Laser is a sort of natural progression which leads to this Clan invasion tactical niche. Certainly defeating 'Toads' is a priority for the AFFC and this mobile war machine (5/8/5 now thanks to a 250 XL Engine) capable of outmaneuvering them while being armed with another two Medium Lasers which go well with its two primary guns make this Enforcer a great fit. Along with the aforementioned Extra Light power plant an EndoSteel chassis and ten Double Heat Sinks help make this design possible. Ten tons of standard armor (160 factor) which have been augmented with CASE to protect against ammo explosion provide solid defense for this armored infantry hunter. I'd like to redesignate this model the 5S for the Salient Horizon universe which will be manufactured at Defiance Industries on Hesperus II. That will be a call back to the NAIS 4th SW Atlas V1 which mentions the acquisitions of the Enforcer design from the FedCom Alliance. Bronze medal for this entry.

2. ENF-6D (Irose)
Shades of the Watchman but a bit more advanced is how I would best describe this simple, durable, and capable entry. Stripping out the XL Engine of the 5D but maintaining the new standard of greater movement with a GM 250 Fusion Engine minus one less Jump Jet (5/8/4) is largely thanks to weight savings provided by an EndoSteel chassis and ten Double Heat Sinks. Eight and a half tons of ferro-fibrous (152 factor) with a CASE does a pretty solid job at protecting this already hardy BattleMech. For weaponry this inexpensive lostech Enforcer retains the LB 10-X AC (20) and ER Large Laser but features no secondary weaponry. I could definitely see this model as the most common FedCom refit issued to units not stationed on the Clan front or mercenaries. I'd like to redesignate this model the 5R for the Salient Horizon universe which will be manufactured at Kallon Weapons on Talon. Congrats on the silver medal this time around Irose!!

1. ENF-5DK1 (Ice Hellion)
This new Davion Gauss variant is sort of a Salient Horizon preview of the Enforcer III. It uses an EndoSteel chassis and a 250 XL Engine (5/8/5) to compose a high-tech low weight core. While costly this makes room for a Gauss Rifle (16) and an ER Large Laser which is a formidable long-ranged arsenal with real striking power. Cooled by ten Double Heat Sinks this Enforcer is ultra-cool can't over heat from a Jumping Alpha Strike (18 Heat). Protected by ten and a half tons of standard armor (168 factor) for near maximum possible defense. Bottom line this FedCom front line sniper can certainly challenge Clan OmniMechs on the battlefields of the early 3050s. I'd like to redesignate this model the 5FC for the Salient Horizon universe which will be manufactured at Achernar BattleMechs on New Avalon. Great job Ice on the gold medal winner here!!!

Yes the Enfield was also per canon found in the rubble of Achenar but that was stated specifically found in 2870 so this fluff could have worked. I agree there was stiff competition but wanted to argue the fluff was sound.

Actually, I am all for a singular Taurian Enforcer boogeyman operating on the borders of FedRat space perhaps with other Concordat designs salvaged from the dreaded Davies that are now turned against them. It would be interesting side project to create this Nemesis Company which could soon be a Salient Horizon unit.
