For those wishing to pass on this week’s Quicksilver contest (22nd Upgrade: Crossbow) I would ask that you help with the Program’s next step, replacing the old. Certainly, maligned the Crossbow maybe the first of these now established designs to be challenged but how exactly and in what fashion? Let me summarize up till this point.

The first major part of Operation Restoration was the Quicksilver Program which unified the industrial resources of the Clan Homeworlds to maximize production for the war effort. The resulting boost in manufacturing should allow the Clans to solidify their hold over the Occupation Zone while weathering any significant counterattacks by the InnerSphere and build up sufficient equipment in order to complete the restoration of the Star League. 

Quicksilver also established the Monster Doctrine which called for the construction of three distinct types (Zombie, Vampire, Werewolf) of OmniMech for each weight class (20 to 100). With this triad (Survivability, Weaponry, Speed) of capabilities spread over seventeen distinct mass increments to create fifty-one (51) OmniMech designs it made sure that each Clan could develop their own unique preferences while securing a share of the manufacturing which would be greatly enhanced.

Step one in our grand design contest series set out to Fill the Gaps while simultaneously eliminating any conflicting designs. Eight (8) OmniMech designs (Coyotl, Phantom, Mongrel [Grendel], Nova [Black Hawk], Lupus, Hellbringer [Loki], Woodsman, Naga) which were in production were ultimately discontinued after being defeated in the initial Quicksilver Trials by other established designs. While many of these discontinued designs remain in production at Secondary facilities these smaller single Clan owned sites can not keep up the manufacturing rates of the new Primary Quicksilver facilities.

Nineteen (19) new OmniMechs were then developed to insert into any open design slot left unfilled by existing models.  The competition was intense as all seventeen Clans vied for these remaining spots eventually completing 135 qualified designs. With an average of seven (7) entries per contest submissions drew on historical designs from the Star League as well as some BattleMechs still in use. An additional eleven (11) designs were also developed from June 3053 to March 3054 alerting some to a secret Society within the Clans. Please note that OmniMechs were not the only war machines impacted as OmniFighters and even a few OmniVehicles went on to become a part of the Quicksilver Trials.

The conclusion of this first phase bought us to our second and current round of projects, Quicksilver Upgrades. It aims to take the twenty-eight (28) OmniMechs already in service and modernize their loadout without altering the core designs which would negatively impact production. A number of discontinued designs and four (4) accelerated concepts from mere blueprints (Crimson Langur, Hell Cat [aka Nova Cat], Savage Coyote, Black Mamba [aka Blood Asp]) will encompass make up phase two. This could and should also include existing OmniFighters and the single OmniVehicle in service within the Clans as well.

This brings us to the third phase which now we can talk about planning in detail all thanks to the hated Crossbow. Initial questions I have –

First off, what should we call this new phase? Quicksilver Replacements??

Say I want to challenge an existing design like the Crossbow for example how would someone do that? Can a Clan simply challenge a questionable design citing age, defects, or capability decline and trial the owner?

Would a committee or the ilKhan be involved since Quicksilver is a unified industrial effort? I think this is likely given the joint nature of the project.

Would any protections on manufacturing be granted for a set amount of time since considerable investment would be needed to bolster ownership? Guarantees maybe required to insure sufficient returns on even the most hated designs – if so how long – five years for something like the Crossbow?

Does the challenger need to risk anything of equal value? Quicksilver equally divides resources to maintain balance and establish a fair standard

What if it is not an outside Clan but a Clan who already holds the spot? Say the Vipers have a replacement in mind - would their own redesign open a general design competition?

Hopefully we can develop a system to facilitate this next step and I look forward to working with everyone on doing just that.

I would say that this is the answer, a Clan could Trial for it and when asked why go "It is shit and here is why." and then layout the reasons as you suggested.  But with obsolete or unwanted designs by the Quicksilver program but might be suited to individual Clans for doctrinal reasons they could also be obtained in trades between the Clans in question.  Its the Clan way, you either trade for it or Trial.

The ilKhan seems to have little direct power over individual Clans as they could just say that it was an internal matter or an internal decision.  The IlKhan's role seems to be more as an arbitrater in discussions or disagreements.  And whilst he or she could 'suggest' something, without wording it as an order, the Clan or Khan he 'suggests' something to can just blow him off, he's not a dictator after all.  I think it would be more a case of him/her 'suggesting' it and then politicking to get the other Khans to tow the line, or at least enough of them to agree to then get it agreed to in the Grand Council.

This is where the whole Clan way of 'trade' comes into question.  "I want the thing. I punch other guy in face and take the thing!" this makes any long production runs iffy as another Clan can just come in and take it off you.  Colonise a new world, congrats you've just opened it up to EVERYONE trying to claim a piece of the pie and so on.  Using the example of the Crossbow, such an obsolete piece of equipment is hardly worth haggling over, if we can produce it, then we can claim it as ours. After all its only a Mech.

Well, the ilKhan's power seems to vary tremendously according to circumstances. The political support that he has within the Grand Council seems to be a giant factor giving him near absolute control of the Clans to that of a mere figurehead without their backing.

Operation Restoration and the Quicksilver Program have given Ulric (in this case) more systematic control of the Clans in order to facilitate the successful restoration of the Star League. The Council voted and the Trial of Restoration upheld the results so for the sake of discussion he is more then just an Arbitrator in this case but a War Leader almost akin to the Captain-General in comparison.

I was thinking that Quicksilver endorsed designs would have some time in production before they could be challenged just to safeguard initial investments in the Primary Facilities and establishing the flow of resources.

Also certain Clans, like Coyote in my mind, who desire more OmniMech designs but came up short in Quicksilver are already setup with some BattleMechs which can be modularized in rapid fashion just to seize these spots. I do not think Steel Viper are in bad shape but losing a slot would force them in another direction so we are possibly creating a series of clashes not over just the best designs but potentially wars over limited Primary spots in the Homeworlds.

I would think there would be numerous trials of possession and/or grievance over the Quicksilver trials. Its unheard of for such a proclamation in my understanding since the foundation days of the Clans for such a far reaching decision to affect all clans. Barring the invasion of course.

One question about the whole Quicksilver thing. What about all the IIC or other 2nd line BattleMechs. Were these fought over as well? I could see a lesser power amongst the Clans trying to gobble them up in an effort of saving their strength vs the upper Clans in these trials.

We played out the Trial of Restoration bud and I remember your Star Adders were key in pummeling the hell out of the Smoke Jaguars to arrive at we currently sit. There have been incidents such as the Sand Devil incident during the Quicksilver Trials and numerous other Trials which are all part of the wonderful write ups everyone did. The Home Clans are major supporters of this plan as well as it largely improves their position. Among the Invaders support of Wolf and Diamond Shark is a big key too as Ghost Bear, Steel Viper, and Nova Cat I would all describe as wavering between camps. Also part of the genius of Restoration and Quicksilver is that it established a system which calls for constant Trials to improve ones manufacturing position and invasion status during the Truce. Translation it keeps the Clans busy. Perhaps if Jade Falcon and Ghost developed some sort of alliance they might have the strength to wreck everything but the Smoke Jaguars are a bloody mess. How much more can they afford to lose? The condition of the opposition both their current weakness and disparity (Jade Falcon and Smoke Jaguar I think have grown apart due in large part to the failure of Revival) is also another major reason this effort has thus far succeeded.

One question about the whole Quicksilver thing. What about all the IIC or other 2nd line BattleMechs. Were these fought over as well? I could see a lesser power amongst the Clans trying to gobble them up in an effort of saving their strength vs the upper Clans in these trials.

IICs and other second line BattleMechs were far less fought over than the 51 Primary OmniMech Factories and other front line designs (Fighters and Vehicles). Usually they are in Secondary Facilities which are smaller and completely owned by a single Clan.

Translation it keeps the Clans busy.

Which isn't good as now they know they need numbers and a lot of guns. Keeping them busy increases their experience but doesn't really allow them to increase their numbers.

Sort of true Ice if they involve themselves in a Refusal War or some other devastating internal conflict. If they stick to Trials then there is always salvage. ;)

Very true. Without getting to specific that my goal here for the Clans is a little handwave of cooperation to get their industry pumping for a conquest of the InnerSphere. Plus I get to reshape things and simplify all those holding details we start with.

That is why Quicksilver Wave Two here is so important. I see it kicking off around 3057 which affords some production time for older designs which can now be challenged.

What of the new 19 Quicksilver and 4 Accelerated Designs created so recently? Do you think they would be challenged as well? Or perhaps that might happen after 3067?

So this is what I am thinking -

A three year moratorium on change of production challenges by order of the ilKhan to facilitate war time production. Then starting in 3057 we throw the doors opened to challenges on older designs which need further revision. This take place in the after of the corridor challenges which will determine who fights where.

As far as I know there's never been any real data on any of the supposed Mk1 Omni's and they could just well be a way made by fans of describing the weapons mixes we saw on the art/models of the 3050 Clan Omnis when we first saw them and them not matching the stats.  And that this could well be just a fan made thing but still its kinda interesting
