I've provided no previous fluff whatsoever on the Storm Rider and up into your post was under the impression the 'collaberative' notion was down to Klondike vs DeChevalier with a side order of Fitz's society built design.
I wouldn't have tried hanging a Mech on a four clan coalition. Not my style even slightly. I think you're mis-reading my listing the four werewolf clans that hadn't maxed their production capacity already as meaning I wanted to involve all of them.
I was looking at Hells Horses and maybe support from the Ice Hellions. The Storm Giant frame comes with a 400XL already so the Wolves are unnecessary. There's no canonical mention the Storm Giant was Steel Viper exclusive back in its day and even if they originally came up with it, the design's rather old. Plenty of room for it to fall into other hands.

Overview:
Clan Hell's Horses traditionally incorporate vehicles into their frontline
forces which could, from a distance, be said to explain their less than
sterling performance in the Quicksilver program. This doesn't indicate they
don't use BattleMechs however and it certainly doesn't indicate any lack of
pride on the part of Malavai Fletcher.
Incensed by a stinging remark from Steel Viper Khan Perigard Zalman insinuating
that the Horses used tanks because their touman was too full of freeborn
warriors not competent to pilot 'Mechs, Fletcher gave orders to punish the
Vipers for their temerity and to develop a new 'Mech for use.
Tanya DeLaurel hit Grant's Station, one of the Viper's major strongholds and
now ill-guarded in the aftermath of their commitment to the Invasion. The
Trial, for the contents of a Brian Cache, happened to net the Hell's Horses a
considerable number of stripped chassis for the Storm Giant, an assault 'Mech
fielded by the Steel Vipers in the early days of the Golden Century.
A second trial of possession won the Horses the design rights for the chassis
and the satisfaction of having blacked the Vipers in both eyes.
Capabilities:
The Storm Giant chassis was ideal for the concept of a top-end assault machine
with the highest possible speed, with a New Kent Type 50 engine already fitted.
To further bolster this, the Hell's Horses contracted the Ice Hellions for aid
fitting MASC to their frame. The Ghost Bears had failed to adapt this advanced
system to what would become the Kodiak and rumours that the Bears were building
on the Kodiak to contend for this category made MASC vital in the eyes of the
Hell's Horses.
The V9 ferro-fibrous armour original to the Storm Giant had long before been
stripped for other purposes by the Vipers, so technicans fitted J63-3E armour
taken from Summoner production and similarly arranged to share electronics with
the established heavy OmniMech.
As a result of the bulky armour and structure, the Storm Rider has only limited
space in the torso for weapons, instead building most systems into the arms.
This isn't seen as a major problem as it's expected that much of the time the
Storm Rider will be carrying an Elemental point, blocking the use of torso
weapons.
The primary configuration of the Storm Rider mounts jump-jets for added
mobility and arm-mounts LRM launchers - conciously drawing from the orginal
Storm Giant and also the Viper's Crossbow design. For added long-range
firepower an extended range large laser sits in the head and three medium
lasers add firepower.
The Storm Rider A scales the missiles down to Artemis-supported LRM-15 racks,
each supported by large and small lasers. Additional lasers also draw on the
targeting computer on one side of the chest and Streak SRMs give a little extra
punch.
In B configuration, the Storm Rider uses two extended range PPCs to open
engagements. Its real strength is at close quarters with a shoulder-racks of
sixteen Streak SRMs and four chest-mounted extended range small lasers to
savage its targets.
Sometimes seen as a 'super-Rifleman', the Storm Rider C pairs a high-speed
autocannon and a large laser in each arm. Running relatively cool, this
nonetheless provides excellent direct-fire and anti-air capability.
