This 'Mech was only built by Mountain Wolf BattleMechs, a company located only in the Lyran Commonwealth and the Outworlds Alliance.

Not that we know of Ice but several Victoria references point to a Star League origin for the factory complex.

One of the plants is a mothballed one, so it seems the Star League decided to stop production there for an unknown reason.

Yeah, shame really. You'd have thought the Chancellor would have wanted to get the factory up and running with war breaking out.
