Introductory fiction for the New Clans, 'The Promotion'

...Nothing much to put down at this point, still writing it out by hand at work.  Some comments about the plot device used would be appreciated.

The story involves a new IlKhan of the New Clans (my AU, of course) being sworn in.  Waiting for the escort to the small craft to carry him to the capital, he has a final briefing by an officer from Clan Silver Condor who turns out to be a member of the New Clan military intelligence service - the ones responsible for both the NC secret police and spying on the IS and Clans.

During the briefing, another person enters the secured room via secret entrance and uses 'mental programming' codes to put the man to sleep (or just struck dumb).  This guy is a member of the REAL secret police - the one using the Condors as a cover.  He and the new IlKhan talk, mostly about the 'mental programming' almost all officers over a certain rank are given.  He reveals he is aware of his own 'programming', and looking forward to the 'outgoing programming' when he retires (riches, false memories, beautiful wife, mistress, children, and heart attack after 5 years - think that traitor guy from the matrix movies).

As he rises to leave, he rattles off a string of alphanumeric code.  Nothing happens until the new IlKhan decides to go to bed - then he begins reliving important false memories from the previous IlKhans.  Waking up, he contacts the 2nd man, meets him in his new office for the 2nd time, and bitches him out a bit, then concedes he lost the bet (probably about how long it would take him to trigger the mental programming).  Before the man leaves, the IlKhan rattles off his own alphanumeric code, and confirms everything they discussed was true.
