I'd put the Southern cross in the area between Argondale, Caesar's Cross and Society of St Andreas, there's nothing there as of 3090 (ISP3)

And ISP3 fluffs the area as multiple systems ripe for exploration and colonization beyond Caesar's Bow (which is beyond Caesar's Crown

Not sure if you need another fleet base at Gateway though there's already one in the Perth system?

Perhaps scale that back to a pair of Recharge Stations maybe a Bastion-class Space Station?  That would be Headquarters enough for customs?

I'd also question why fleet Headquarters would be A) not in the capital system close to government especially before the Communication Grid B) at the same place as customs - customs would potentially get in the way of Fleet Comm and could serve as a reserve command should HQ become compromised.

The fluff other than that I really enjoyed same with the rebuilt Dart.

On the Southern Cross Region Map I'd move Sahara a point higher a little further from Perth, at the moment it's a little too easy for the SLDF or CDF to deploy assets there for it to make a good hiding place.  Otherwise I like it

Moved Sahara and fixed the fluff on Gateway.  Port Simon is now the HQ of the Customs Enforcement Service; a small squadron of WarShip is also based out of Port Simon but it is not a major Fleet base.  I'd actually forgotten that Port Jackson was just one jump away  . . . DUH!

I like the idea of a Customs Enforcement Centre but I have a stupid question (I am a ground pounder after all).
Can't the Ships just bypass this planet by jumping from a different starting point or through a different road?
There might be an optimal jump road but you don't have to follow it.

There might be an optimal jump road but you don't have to follow it.

I'd assume that its for external visitors such as the Lyrans or SLDF if they are found in other systems without papers from Gateway they would be in trouble.  Although once contact with the IS is severed they would be in a little trouble keeping the agency in work

True enough.  But most people try to avoid jumping into deep space or unihabited systems because if something goes wrong, you are utterly screwed.

The Convoy was shadowed by the Tharkad-Class Indomitable and her two Vigilant-Class escorts Galster & Heidkamp through the Tamar Pact but pursued a separate course through the Periphery. Indomitable was carrying Lyran Ambassador Baroness Marie von Longacre and her personal Princess-class DropShip. This force jumps into the final system before arriving in the Commonwealth and disrupts the final 'bandit" element. Galster & Heidkamp are destroyed. Indomitable jumps into Perth and begins tumbling uncontrollably as fires rage through the hull and explosions march randomly across it.  Every lifeboat, escape pod, and small craft flees the ship before she explodes as does a single Achilles-Class DropShip.   Her sacrifice allows the last of the Convoy to arrive- a fact driven home at every opportunity by the Baroness.
 

Baroness Marie von Longacre earned her position the old-fashioned way.  She earned it.  On her back with Archon Robert (AKA Bob the Slob) Steiner and with her purse elsewhere.  If male, she'd have been a Social General.  She is an inveterate social climber and is aquainted with the Amaris Ambassador in every sense of the word.  She is a majority stockholder in BKT and expects to use her position to improve their market share.  The destruction of the DRUm Network is "terribly frustrating" and her rage at LXXIII Corp's inability to restore it "will have dire consequences".

With trade back to the LC halted, Baroness von Longacre falls back on Plan B.  Leveraging her surviving BTK ships and assets, she becomes a major player in the inter-Congress shipping.  Her marriage in 2783 to Charles Dinesson (surviving son of the RWR Ambassador) is a shock but the uniting of the two outsiders resources makes the family a player in local politics.  Surviving Loki and Krypteia agents  are instrumental in prtecting the Family's interests.

By 2850, Dinesson and Wolfe shipyards has gained a monopoly manufacturing the tremendously popular Danais DropShips.  Less well known is the number constructed to the "Blockade Runner" specification. 
By 3006, Lonacre Shipping & Trading (LS&T) is a the largest freight transshipment in the region.  The "von" was dropped in the mid 2900's after a surge in anti-nobility sentiments and the Longacre to Lonacre was a simple accident by a public relations firm that played well with the citizenry.  The company flagship is always named Indomitable.

Baroness Marie's descendants have never forgotten their Lyran roots, and the hidden navigational database recovered from Indomitable's surviving DropShip has been secured until the time is right for their triumphant return.  While big fish in the Congress's pond, LS&T is in for a shock when they meet the great merchant houses of the Commonwealth again.

House Winsdor
Worlds: Victoria, Midas
Briefing: Haunted by glories past this once powerful House is now but a shadow of its former self. Refusing to accept the Star League as their masters these Rim Worlds found their new home on Victoria shortly before the start of the Reunification War. The first Winsdors were joined by settlers and then refugees from the Republic. Their ‘Mechs easily kept the Stellar Caliphate at bay while more supporters gradually emerged helping them seize control of the entire Cluster. The Aurolian Confederacy would rule for over a century until the SLDF discovered their existence and conquered these would be conquerors. Since that time they have sought a return to their former glory and will stop at nothing to achieve this goal.

House Lyons
Worlds: Aylon, Thorell
Briefing: While House Lyons official history will regale those interested with stories of heroic actions and noble intentions the truth is far darker. These bandits accused of numerous crimes were recruited by the Windsors during their rise to power in the Cluster. Their brutal culture colonized Aylon and helped crush many worlds who would oppose the Aurolian Confederacy. When the SLDF came to the Cluster they were among the first to pledge their loyalty to the League betraying their former benefactors. While they have cast off their ruthless past for a veil of sophistication no wise soul would ever trust them. Where once the Lyons used butchery and terror to grab what they could they now display an unmatched wit and charm to attain even greater riches.

House Nakuna
Worlds: Sobu, Mori, Jidda
Briefing: House Nakuna represents two distinct Japanese cultures linked by a common heritage. The first group arrived in 2126 from the Nippon Confederation on a distant expedition to the Aurelius Star Cluster. Stranded much like the Aragon colonist they founded the planet of Mori which developed a thriving electronics industry and eventually a robust democracy. Mori eventually joined the Stellar Caliphate peacefully and in 2503 colonize Kufow which has since been renamed Sobu. The coming of the Rim Worlders destroyed this civilization and for a time their children were forced to live under the heel of the Aurolian Confederacy. All that began to change with the arrival of the Ronin under the command of Shiro Kuna. These Draconis stalwarts ironically with the help of the SLDF bought down the oppressive Confederacy regime and united with their Mori cousins. While all has not gone smoothly with this new Combine or their League allies the martial prowess of its warriors and the extreme honor they demonstrate have thus far carried the day against any would be challengers.

Briefing: In 2280 a group of Native Americans escapes the chaos of Terra during the Exodus. Led by William Cloudrunner they travel into the Aurelius Star Cluster convinced that their future homeworld is located there. The world they would settle, Ravenna, would do much to shape the Tribes as a dramatic drop in temperature marked the start of a new Ice Age almost 100 years after colonization. In order to preserve their beloved new homeworld the Sovereign Tribal Council embarked on its first terraforming project. After many years their enormous conservation efforts paid off reversing the Ice Age and restoring their endangered planetary habitat. The preservation and enrichment of planetary systems has continued to be their highest calling. Many are astounded about their awareness but question their pacifistic policies which have often failed to stand up to aggressors.

House Drake
Worlds: Dracon (Torkyn)
Briefing: In 2831 House Drake was founded by scientists and skilled technicians from Marik space who fled the Word of Blake's Holy Shroud. Colonization of Dracon was followed by the establishment of a highly advanced scientific outpost on the nearby habitable moon of Torkyn in 2850. Both of these settlements were greatly aided by the League which remains a strong ally of these quiet technologists. They prize their security and privacy which again is strongly back by the High Lord.

House Wittelsbach
Worlds: Neuvaria
Briefing: Lyrans escaping the First Succession War founded the colony of Neuvaria in 2807 under the leadership of House Wittelsbach. Using their great wealth and tremendous fiscal acumen they quickly rose to economic power during the volatile Great Arrivals. Through long term low interest investments in new settlements from the InnerSphere they became the masters of banking a position they continue to hold today.

House Orange
Worlds: Benelux
Briefing: My newest idea not previously included in the Aurolian Cluster is these Low Landers. Their original colony was founded during Mankind’s Exodus to the stars by settlers from Belgium, the Netherlands, and Luxemburg.  This watery Deep Periphery world with abundant natural resources developed independently but traded with outsiders. Skilled spacefarers their small trade empire unfortunately ran afoul of the Rim Worlds and was conquered. Despite their resolute standing this civilization would be subjugated time and time again from the Star League to bandits. However they have endured these occupations and emerged stronger becoming a regional commercial powerhouse.

My idea is a small convoy of 10-12 jumpships escorted by 3 ancient Warships (Pinto, bonaventure) misjumps into one of the smaller or unsettled planets within the CSC circa 2570-2575. Their original destination was to have been a world between the CSC and the old RWR. these folks are from the RWR and are fleeing the oncoming Terran oppression, whether real or perceived. I'm figuring the star two stars counterclockwise of New Holland on the rim of CSC systems map. World would be a jungle world (75% water count) with slightly elevated levels of CO2 and Argon.

I will go into more details when I can work my way through Cray's solar System Creation geta rules

Sounds goods, but maybe not three WarShips; how about one?

Thanks guys. We obviously have to alter the events and timeline of course to fit cause some of my settlements are much older than the Southern Cross. Or we could have a few arrive prior to the Southern Cross who might play into their storyline as well. Also are you guys opened to have the Southern Cross conquered by a later group of migrants like Rim Worlds for example then liberated by the Star League who establish the current regime. It might make sense given their location and the technology gap of some new comers. Here are the final three Houses! Enjoy guys. I'll next try to integrate what you like while offering proposals on some other denizens and ideas for the Southern Cross.

House Rashid
Worlds: Dilmun (Hejaz), Evemur (Lorta)
Briefing: While their religion initially forbade space travel the follower of Allah were never ignorant of the stars. In 2441 a noted Arab astronomer, Selim Idrisi, published the New Almagest which used current scientific data to again predict regions of ideal planetary settlements. This not only fueled the Islamic debate over their ban on space travel but set in motions plans to leave Holy Terra. In 2443 when the ban was lifted Idrisi had already begun to gather a large group of Sunni, Azami, Shi’ite & Black Muslims to settle one such region, the Aurelius Star Cluster. Ali Rashid, one of Terra’s wealthiest Muslims, agreed to bankroll the expedition assuring that it was well financed and equipped with many redundant technical systems when it departed in 2445. Arriving one year later at their destination Idrisi assumptions are proven correct when the group arrives above the very habitable world of Dilmun. While their KF Drive systems were damaged in transit this too was anticipated and with the proper complex parts on hand they were able to repair the ships. The Stellar Caliphate and so the first interstellar government of the region was born with each of the four Muslim sects is given a seat on the Ruling Council and Idrisi proclaimed Caliph. Eager to branch out from the others the Azami colonized the moon of Hejaz in the Dilmun system in 2448 taking their first steps in becoming the spacers of the Caliphate. Exploration and colonization continued under Idrisi's guidance at a swift pace discovering many more habitable systems within the Cluster some with settlements already established. In 2451 Shi’ite Muslims under Hasan Safavid colonize the world of Khadijah as their new homeworld while Black Muslims following Malcolm Tabid colonize the world of Evemur as theirs. Two years later Azami colonists would also set up habitable settlements on the moons of Lorta, in the Evemur system, and Jibril, in the Khadijah star system. The first seeds of discord came with the establishment of peaceful contact with Mori and Ravenna whose non-Islamic cultures angered some in the Caliphate. The declaration that the settlements of Aragon and Edinburgh were infidels pleased these hardliners who drafted plans of conquest however dissatisfaction with the liberal Idrisi Caliphs continued to fester. Over time this grew until final the arrival of the Rim Worlders and their allies changed everything. Unable to defeat these new infidels militarily the Caliph who proposed peace with them was undone. While House Rashid did all they could to support their rightful rulers they too were defeated and forced to endure years of subjugation at the hands of the Aurolian Confederacy. Finally after a century of hardship the arrival of Star League forces was the chance the Rashids waited for and they rose up against their oppressors. The establishment of the Cerulean League saw their return to prominence as one of the Royal Houses and strongest supporters of the High Lord.

House Safavid
Worlds: Khadijah (Jibril)
Briefing: Hasan Safavid was the leader of the Shia faction of the Idrisi Expedition who left Earth to escape the clutches of the unbelievers. The dream of a New Pure Mecca among the stars was a powerful one for his followers that seemed delivered in the early years of settlement. The discovery of infidel settlements pre-dating their own was viewed as a test by Safavid who if necessary wished to forcibly indoctrinate them in the ways of Allah. The Caliph's decisions to accept Mori and Ravenna as first friends and then non-Islamic members of the Stellar Caliphate was blasphemy to Hasan. The bitter struggle to subjugate Aragon and Edinburgh to the Muslim way was also born mostly by the Safavids who prosecuted the war with a holy zeal. While the eventually were triumphant their faith in the Idrisi Caliphate was shattered. When the Rim Worlders began to arrive in Cluster and were unable to be driven back by the Caliph who proposed a peaceful coexistence it was the Safavids and their allies who turned on the treasonous Idrisis seizing all of the true Islamic worlds. The Safavids did this to preserve the purity of the Caliphate even though it meant joining the Aurolian Confederacy. Over the next century an uneasy peace settled over the Cluster until the arrival of the Star League. Betrayed from within by the Rashids and overpowered by the new League negotiation was their only option. Confined to their home system the Safavids are a reluctant member of the Cerulean League who continue to struggle for their dream of purity.

House Sheridan
Worlds: Aragon, Edinburgh, Bannockburn
Briefing: The ruling house of the Cerulean League is built upon several different excursions into the Aurolian Star Cluster. The first of these was the DuBois Expedition which was the initial exploratory attempt by humans in this region. Funded by the United States of Europe the fleet arrived in 2127 and was stranded on Aragon perhaps the most habitable world in the Cluster. There this European culture developed for the next three hundred years in isolation going through numerous wars and a scientific dark age. In 2237 a rebel group led by Robert Argyll fleeing Terran military reprisals established the planet of Edinburgh. Both worlds were wrenched out of their seclusion by a Caliphate invasion in 2454. Incredibly some escaped the onslaught and founded Bannockburn during the conquest sheltering a brave few. However even their independence was short lived as the Caliphate subjugated them in 2482 completing their conquest of the Cluster. Further non-Muslim colonization of these worlds occurred by pacifistic refugees fleeing from the Age of War during the Caliphate’s rule. These worlds would change masters again just before the start of the twenty seventh century when the Aurolian Confederacy replaced the Caliphate. While the Victorian Hegemony (House Windsor) and the Aylon Alliance (House Lyons) restored their cultural heritage and relocated Muslims to the Islamic Star Republic (House Safavid) this liberation was hardly benevolent. The Stellar Caliphate had bought science and learning to these backwards people who weren’t in the end forced to accept Islam. While being forced to pay for their religious beliefs wasn’t ideal of course such tolerance by the Caliph was eventually respected. The direct rule of the Windsors and Lyons was for more brutal and ruthless as serfdom/slavery among other barbaric institutions was openly condoned. Thankfully the SLDF arrived offering deliverance from the Confederacy and these three planets became the heart of the new Lord Protectors realm.

Pre-civilizations

Okay gang want to discuss the possibility of settlers arriving before Cross. Is this a possibility? The Cerulean League has a few but I also added Arcanum for your inspection.

Arcanum
In 2125 or thereabouts the first settlers of Arcanum arrived in the Crux under mysterious circumstances. Scientists postulate they were early interstellar colonists, approximately ten thousand in all, who fell victim to a tragic misjump stranding them far beyond the Human Sphere. However, no trace of their ships or advanced technology has ever been found by numerous expeditions to the planet. Efforts to trace their origins with existing records has also proven fruitless all though this maybe due to our own limited knowledge of Alliance Colonial Programs. The Arcanian’s ancestry is remarkably diverse and doesn’t match any singular nation or region of the Terran Alliance further hampering the search for their beginnings. By the time they were found and appropriately named by explorers from the Southern Cross in 2391 the people of Arcanum had been reduced to barbarity. Such a primitive civilization with only rudimentary language limited oral history and cave paintings shed little light on their journey from Earth. Wild theories of time traveling, alien abduction, and fantastic magic quickly took the place of scientific research which as of today been unable to shed any light on the mystery.

So do you guys like this pre-Southern Cross settlement?
How or would they be integrated into the Southern Cross community?

What about these Cerulean settlers? Does the Southern Cross have the same or similar transit difficulties that the Aurolian Star Cluster had? Essentially frequent gravitational anomalies like akin to the Pirates Haven Star Cluster that make jump traffic dangerous i.e. destroying delicate hyperspace equipment stranding early travelers. As things progressed you see civilizations in the Aurolian Star Cluster overcame these difficulties with a variety of means. Got four settlements for your yes, no, or modify them to fit vote?

Aragon – 2127 – The DuBois Expedition funded by the United States of Europe settles here after being stranded. Stress caused by the initial settlement causes them to fight among themselves and divide into seven proto-nations (Anglan, Phranz, Germania, Iberia, Itoli, Slavia, & Eire). Technology with some medical exceptions is lost but slowly regained. By the time of the Southern Cross this world is on the verge of its third Great War with sophistication approaching late 1930s Earth.

Mori – 2128 – The Miyazawa Expedition funded by the Nippon Confederation colonize this world after being stranded. Through a measure of harsh order the settlement endures and thrives in a pre-KF interplanetary style. Democratic reforms are instituted after two decades and Sato Natsumi becomes the first Premier of Mori in 2150 complete with an elected Diet. While Mori would suffer through an economic depression and a four year Civil War (2223 – 2227) it has developed into a thriving planet within the Cluster when the Southern Cross would arrive. Authorities remain keenly aware of the dangerous of interstellar travel within the Cluster and have not attempted the costly restoration of jump travel.

Edinburgh – 2237 – Led by Robert Argyll a rebel group with their families fleeing Terran military reprisals jumped into the Aurelius Star Cluster and following their ship’s malfunction settled here. The Argylls took several precautions to elude their pursuers including the destruction of their jumpship and scattered settlement throughout the planet. With virtually no urban centers and few hundred widely scattered farms Edinburgh at the time of the Southern Cross appears to be a primitive world with agricultural inhabitants. Unwary visitors could find they have stumbled in a furious bees nest as they denizens here have lost none of their technology and constantly prepare for a fight.

Ravenna – 2280 – This group of Native Americans who escaped the chaos of Terra during the Exodus was led here by William Cloudrunner. Legend has it he saw Ravenna as a new homeworld where his people would thrive. Widely scattered around the planet the Tribes of Ravenna value a good education and have maintained their knowledge well following settlement. In just the fifty years since their arrival they have become well acquainted with their homeworld which some say is starting to change. Some speak say that winter is coming and the Tribes should prepare. They are a peaceful people still led by Great Chief William Cloudrunner and a wise Supreme Tribal Council.
