Ceremonial Executive (Cross – Sanchez – Kennedy)
This Guardian is akin to a constitutional monarch that ensures the founders of the Southern Cross a place as Head of State
The real power would be in the hands of a Prime Minister nominated by the Guardian from among the legislature and elected by the people directly

Why not make it a swapping thing?
Every xxx year, the Guardian is from another House. This would solve the problem of a first among equals.

Could do that Ice but I wanted to make the Founders of the Southern Cross. Perhaps Cross and Sanchez marry linking the two most powerful figures into a Royal House. However this position (Guardian, Overseer, ??) is largely ceremonial with this head of state guiding the people sparingly. Also swapping power positions like Yugoslavia did isn't always the most stable type of arrangement and usually a compromise government.

Why not just make the Ceremonial Executive the heads of all three families?  A Triad of sorts that most see as rubber stamping things in their interest without much actual say in what goes into them.

It would also give the three an oversight over what was coming up to ensure no-one could get the better of them ie all three families would know what the new laws were and be able to plan 3-4 months ahead of all their competitors keeping the 3 families always on top.

No law or rule gets past without all 3 saying so so it is an Executive but in reality all 3 always agree to the new rules and laws set down by the government.

You could have some inter marriage but it doesn't need to be the foundation of it make it something different to the House Lords.

Really, as long as there is an unbroken line of people calling themselves "Clan Nova Cat," it doesn't really matter to me if they're still using Iron Wombs or not. They may be dead as a faction, but as a people they still exist. It's not uncommon in the real world, after all.

Well again it is a Ceremonial Executive. The only true power the Head of State has is to nominate candidates for a Prime Minister type post. This would be the true head of government that runs the nation day to day. Other than that the Ceremonial Executive is quite similar to the King of England fulfilling a traditional role as sovereign and a rally point for the Southern Cross. A Triumverate doesn't really fit the bill in this case. Or do we say no to this monarch lite and go completely democratic??

Also what do we call the Bicameral Legislature? Congress? Parliament? Something Else?

I figure Senate works for the upper house as at least three of the largest groups hail from a country with a Senate in that role.

Lower House we have several possibilities - House of Representatives, Chamber of Deputies, National Assembly, or something else

How about the Independent Judiciary? What is the foremost justice group of the land? Supreme Court, Federal Court, High Court, First Court, Constitutional Court, Star Court, Cross Court, or something else?

MA did call it the CONGRESS of the Southern Cross so assuming that's the case

Each planet assigns a representative to the Congress you have your parliament.  If you wanted to fit the Triumvirate into it then they could sit as heads of the House keeping order or breaking tie breaks in Congress - gives them a little power but not overly so?

If you wanted the 3 original houses/families to continue to have at least some power I just don't like the inter-marrying idea or the rotational leadership.

The good thing with the Triumvirate is that it could function alongside the Congress in leadership.  One thing to remember this is interstellar space not Earth today trying to run the Southern Cross like a country is a bad idea I think.  What we need is something unique to set it apart from the rest.

A Triumvirate that runs an Elected Congress styled Government is a start.... maybe

You know as someone who used to date a member of the mormon church (Church of Jesus Christ and Latter Day Saints) polygamy has been abandoned by the majority of them for decades (that's right now).

There's also a sizable faction of them within the Free Worlds League in BattleTech as there is - Handbook Free Worlds League working in the Free Worlds massive administration/law structures.
Thanks for the reminder, I thought that there was something like this done already, but wasn't sure. Keep the planet name, but disregard all other info I wrote up.
