on the 1st January 2785 is the Rim Protectorate in a state of declared war with the Lyran Commonwealth or has the noise over the Lyran annexation largely died down ?

I'd say the Rim Worlds Republic is in a de facto state of war with the Lyran Commonwealth. I'm not sure if the provisional Republican government of the Rim ever formally declared war on House Steiner for its occupation of their worlds. The only reason is Kerensky could have blocked such a move in attempts to moderate the dispute and despite Lyran aggression Steiner hasn't annexed said territory but are just garrisoning for the Star League. Yeah I know diplomatic crap. I do hope to iron all this out eventually when I get some time but remember the Republic isn't dead yet on January 1, 2785 its just brain dead and on life support with everybody deciding what they get after it passes.

Now the Protectorate is a Terran creation of Project Phoenix which could have begun informally earlier than 2785 but I don't believe that it has even come into being yet. Also the Terrans and the Lyrans get along just fine - no major conflicts at this time.
