"Shared worlds will be ruled by the Hegemony, and though you will all doubtless complain, that is the stated fact of the matter.  Once we have secured and rebuilt them, then we will discuss joint administration.  There is no need to haggel on this, it is what we WILL do, so your protestations need not be heard."

James Darius Davion pushes his chair back and brushes the front of his jacket. "I think I'll be off back to the Embassy to have my family pack their bags. We've accomplished about what I expected here, and while it's my job to be here, I don't think I want them on Terra any more. They might catch something."

Gentlemen, give me a few moments and we can make it a troika. I've have enough of having my intelligence insulted by a guy I wouldn't buy a used hovercar from. I used to think the Drac ambassador was an ass, Mr. Ambassador, but you've eclipsed him by a factor of ten. I do so hope your ruler isn't as stupid and obtuse as you are, because if he is, he will not have very many friends for his Hegemony in the Inner Sphere when it's all said and done. I can go to Tharkad and have my intelligence insulted in certain corners there.

Ladies and Gentlemen, I encourage you all to do the same, we are being dictated to by the whims of a megalomaniac. Oh, I believe he as the means to do as he says. Why else threaten it? But to be honest, he's just another contestant for a long-dead throne my nation has already expressed no interest in. But the Ambassador here has no interest in the public record, simply the whims of a petulant arse.

Know this, Mr. Ambassador. Your Director-General may get what he wants...He may also get more than he bargains for. I wouldn't want to be one of his soldiers trying to pacify some of those worlds the Capellans just took, for example....Ask my Davion counterpart what it takes to pacify those? It's not pretty. And that's one example. I don't think your demands will cease with the "reasonable" ones you've made. People like you rarely stop once their demands are met. And considering your Director-General refuses to speak to anyone? Makes our ability to trust him at all very, very limited.

"Gentlemen, this latest development is indeed a significant event. To find out that Comstar or more specifically the Terran government is capable of imposing their military will upon 130 or so worlds currently claimed by not one nation, but all five of the great houses. Not even the Capellan Confederation was so bold when they launched their attack on the Federated Suns not more than a cew years ago.  What no doubt causes the current leaders the most consternation is that they completely missed this military build up and even now likely are just gathering some data on its scope.

I would encourage all nations, including this newest addition, to continue to have a meaningful dialogue where issues can be addressed.

This forum and subsequent dialogue is all that prevents a tremendous loss of life. "

Ambassador Sparre approached the podium.

"Today, the Anti-Spinward Union is announcing the expansion of incentives to individuals and commercial entities to stimulate the development the agricultural, aquaculture, energy infrastructure, health care, light and heavy industrial, transportation, water and wastewater infrastructure sectors on all member worlds of the ASU.  These incentives include financial grants, low and no interest loans; tiered reductions in taxation rates depending upon the level and the sector of investment; and preferences for government contracts.  We are offering loan repayment and stipends for doctors, engineers, nurses and teachers willing to work in remote and isolated circumstances.

The ASU is making available landgrants on the newly opened worlds of Alice Springs and Union.  Additionally, we are offering limited proprietorships, consistent with protections afforded by the ASU Charter, for the founding of new colonies such as has recently occurred on Eliismore and Polska.  Expedited processing of applications for permanent residence leading to citizenship will be included in each of these settlement options.

We are establishing a network of clinics, laboratories and hospitals in order to protect public health and ensure the quality and viability of the food supply.

Finally, we are investing the educational system.  As envisioned, this will be an integrated system offering primary, secondary, vocational, baccalaureate and graduate educational opportunities.  Financial assistance for the baccalaureate and graduate levels will be available based upon merit and willingness to commit to public service.

The ASU is dedicated to growing in a sustainable manner, protecting the quality of life of our citizens.  We are looking for individuals and companies willing to invest their time and money in making this a reality.  For specific information regarding any of these programs, please contact the appropriate office at the ASU embassy, consulate or government admistrative complex."

Congratulations Ambassador Sparre those are indeed remarkable accomplishments and the Oberon Confederation welcomes your nation in seeking to achieve these goals.

Now in regards to the division between what had been known as Comstar and this new Terran Hegemony. What exactly is the division of assets?

It is well known that Comstar had been fielding one of the largest trade fleets of jump ships. All of these vessels were registered as Comstar vessels. Not a single one was registered as a Terran vessel.

According to our calculations this income stream is imperative to the continued financial viability of the HPG network. Without this income stream all HPG operations will become cost prohibitive and the entire network is doomed to fail within a matter of days.

My representative to this new corporation has been unable to reconcile the total misappropriation of trade vessels by the Terran Hegemony. These vessels are the property of Comstar and should not be used by any one state given the equitable segregation and supposed neutrality of the new communications company.

This issue must be addressed and resolved with the utmost haste.

"Ambassador, as said beofre, what was ComStar's is now Terra's.  If you think you can take some of our vessels, through diplomatic means or other, I dare you to try and discover the consequences.  So far our relations with the Periphery have been cordial and progressive - we would like to keep them that way."

Ambassador Han enters and approaches the podium.

"Lords, Ladies and Terran ambassador," Han says with a barely concealed snear.  "Chancellor Candace Liao has asked me to read the following message here so you may all here her words."

We have learned the lesson of targeting ground targets with warships and have pledged to refrain in the future.  The Terran Hegemony has been targeting ground units and planetary targets from the second their war started with us.  They will immediately stop and refrain from attacking ground units and planetary targets.  I have released the use of nuclear weapons to my forces.  They will be used on any Terran warship that we encounter.  They will only be used on warships.  I will not have the Terrans using orbital bombardment on any world.  If they continue we will destroy them all.  If I see no further orbital attacks in March I will remove nuclear authorization.

Ambassador Han then turns and leaves without even looking at Ambassador Tresice.  No one doubts it is a calculated insult.
