You are at war, that is the consequence.  Everyone calls in their friends and everyone is at war.

Dealing with Pirate attacks.

The nation attacked or them and their neighbors hunt them down and kill them.  The pirates from Panzyr had the CC,TC and FRAC cooperate in killing them.

Declarations of independence.

If you have the might to make it stick you are now independent.  If not you will be reconquered.

I believe the Chancellor is correct in her position. However, there might be room to create an unofficial network of transport and suppliers for anti-pirate operations, thereby offering those states willing to actively fight piracy the ability to do so for a price.
