What constitutes violation of the Peace Treaty.  (Destruction of C3 or military infrastructure, raiding...)

Seriously!  If you raid or invade your neighbor you are not at peace.  If you steal his tech you are being a butt head but not invading.  This should be obvious to everyone.  If you do something that ticks off your neighbor so bad he wants to hit you in the head the treaty won't last long.

Agreed.

I'd go one step further and remind members of the summit that nations react differently to their different concerns. What may only illicit a sharp rebuke in one realm may illicit a full blown raid or invasion in another. If realms are so concerned with Treaty Violations, perhaps make sure what action constitutes a violation is clearly spelled out in the treaty prior to signing?
