1) All offensive operations to cease effective immediately.

2) On contested worlds all contact between belligerent forces to be broken with a 30 KM separation maintained between all forces effective immediately.

3) All Military personnel to be returned to each respective nation's territory within 30 days of signing of the agreement.

4) All prisoners to be returned to their home nation within 30 days of the signing of the agreement.

5) In light of the economic damage caused to all realms as a result of this and all previous conflicts, no indemnities are due to any of the Draconis Combine, Federated Suns, Lyran Commonwealth, or Oberon Confederation from any of the Draconis Combine, Federated Suns, Lyran Commonwealth, or Oberon Confederation.

6) The border of the Lyran Commonwealth and the Oberon Confederation to stand as at 28 February 3026.

7) The border of the Draconis Combine and the Oberon Confederation to stand as at 28 February 3026 with the following adjustments and clarifications:
a) The Draconis Combine withdraws claim of and DCMS forces from Feltre and Hohenems (currently claimed by the Draconis Combine).

8 ) The border of the Draconis Combine and the Lyran Commonwealth to stand as at 28 February 3026 with the following adjustments and clarifications:
a) The Draconis Combine withdraws claim of and DCMS forces from Graus and Sudeten (currently claimed but unsupportable by the Draconis Combine).
b) The Draconis Combine withdraws claim of and removes DCMS forces from Ballymure, Montmarault, Benfled, Biota and La Grave to the Lyran Commonwealth (currently claimed by the Draconis Combine).
c) The Lyran Commonwealth withdraws claim of and LCAF forces from Alya (currently claimed by the Draconis Combine).
d) The Draconis Combine withdraws claim of Konstance, Komephoros, Alrakis, Dromini VI, Sabik, Atria, Ko, Lyons, Alkalurops, Summer, Zollikofen, Muphrid, Chara, Imbros III, Dyev, Moore, Lambrecht, Kervil, Pike IV, Athenry, Styx, Nirasaki, Quentin, Nashira and Telos IV (currently unclaimed/disputed) to the Lyran Commonwealth, Terran Hegemony (non-signatory) and Federated Suns, their disposition to be decided by these three states.

9) The border of the Draconis Combine and the Federated Suns to stand as at 28 February 3026 with the following adjustments and clarifications:
a) The Federated Suns withdraws claim of and AFFS forces from Benjamin, Iruzun, Galtor III (currently claimed by the Federated Suns).
b) The Federated Suns withdraws claim of and AFFS forces from Harrow's Sun, Misery, New Aberdeen and An Ting (currently claimed by the Federated Suns).
c) The Draconis Combine withdraws claim of and DCMS forces from Lapida II, Halstead Station, New Ivaarsen, Breed (currently claimed by the Draconis Combine).
d) The Draconis Combine withdraws claim of and DCMS forces McComb and Thestria (currently claimed by the Federated Suns).

10) All citizens of affected worlds to be allowed six (6) months from the date of the agreement to decide to be repatriated to ther former government or accept their current government. Transport costs to be shared by both governments.

11) Transfer of ownership to be completed on the first of the month following 30 days from the date of this agreement to allow for safely removing all military assets from the affected planets and planets currently containing forces from more than one faction. With all previous government forces departing the system no later than Sunday April 30, 3026, and additional new government forces arriving no earlier than Monday May 1, 3026

I believe that lays out pretty clearly who has claim to which worlds. Please note Theodore Kurita's signature in support of this settlement. If that signature is not binding on him, perhaps he would like to explain why his agreement to any terms of Arbitration and any outcome thereof would be considered binding upon him?

We support the FS's evidence, and are willing to provide transcripts presented to the Council of Geneva over the claims for Dell, Verthandi and Moritz.

Evidence regarding Verthandi:

Evidence presented Council of Geneva, May 3025;

"So lemme get this straight? Because my nation's involved, we have to investigate. Fine, I move we investigate recent activities of the Combine civil and military authorities on Verthandi. Turns and reaches into his satchel I have a report here from the Interstellar Red Cross of their findings on Verthandi, hmm, "..the Combine tenure on Verthandi was characterized by wanton acts of murder of unarmed civilians, torture of suspects in custody, routine arrests without notifying said suspect of any charges and dozens of other violations of what is commonly accepted throughout the rest of the Inner Sphere as human rights and dignities." And, there's some lovely 8 x 10 holos of three mass graves, only months old of "suspects" after the ISF got done with them. Youngest in the graves was six. Tell me Mr. Ambassador? What did a six year old little girl know of any importance that required a form of interrogation that left burn marks on her remains?"

"While we applaud the Davion-Liao peace, we will not make peace with the Combine until the war aims of the Commonwealth and those of our allies are met. The Dragon has met numerous offers to negotiate a reasonable peace with ridiculous demands and disingenuous negotiating tactics. Furthermore, the actions of the DCMS on Verthandi and other captured worlds is nothing short of barbaric."

(Hands out holos of mass graves, with bodies of varying size tossed carelessly into the the pit. Most of the bodies are clearly civilian, a few are in Lyran uniform).

"This is one of 20 mass graves we have discovered on Verthandi. We can only guess what is happening on other captured Lyran worlds."

"Peace will only come when the Dragon is made to fully account for it's actions in this war."

"Gentlemen and ladies, now that the more...emotional responses have been dealt with, I would refer you to the verigraphed ROM chips we are passing around to each of you. They are approximately 10TB in size with video depositions and films of the grave sites on Verthandi. This includes closeups of the bodies in situ and autopsies. I would suggest not viewing around meal time. Furthermore, this includes .pdf copies of investigator field notes and maps of the grave sites themselves. The Archon furthermore invites you to send representatives of your governments, excluding the Draconis Combine, of course, to tour the grave sites for themselves,"

"..In regards to the recent charges levied by the Lyran Commonwealth regarding war crimes committed by forces or civilians under the command of the Draconis Combine in the region formerly known as the Rasalhague Military District, the Oberon Confederation is currently engaging in investigations and independent verification of these claims along with other operations to investigate a number of other serious discrepancies and events that may in fact be illegal and immoral acts not limited too leads regarding the supply of excess equipment to pirate bands, supply and humanitarian aid packages being misrouted or otherwise hijacked in the region, reports of reprisals against civilians for support of the recent declaration of independence by the Free Rasalhague Republic among other items. Once enough data has been collected, I am sure a report will be issued to interested parties."

As for Dell and Moritz, I refer to news reports for those months from the Terran Times and other reputable news organizations.
