First Session of the Council of Geneva - 3025

Esteemed Dignitaries,

I would like to call this first session of the Council of Geneva, a forum for the discussion of interstellar matters, to order.  I hearby open the forum to the noble ambassadors of the various nations.

OOC - This is a forum for the players to interact, in charecter, as an ambassador of thier realm to the Council of Geneva.  All subjects from within universe are fair game and you do not have to play nice, especially the Capellans...

Ladies and Gentlemen

As ambassador for the Marian Hegemony, I, Tiberias Saul, welcome you all to this most notable of ventures. 

However, I am not confident in this forum's ability to address the real needs of the many people of the Periphery, for this, like many other such forums, will doubtless become dominated by the self centered and petty bickering of the five Great Houses of the Inner Sphere.

On the other hand, I gladly welcome the presence of such notable dignitaries as those from the noble Oberon confederation and the other ORCA powers.  It is from these quaters that I believe we will gain the most reasoned, forthright and progressive comments.

Greetings from Candace Liao, Chancellor of the Capellan Confederation.

     There is no need to justify our war with the Federated Suns.  We have been at war since the fall of the Star League.  The Davion Princes have taken dozens of worlds from us in that time.  We are now taking them back and once those worlds are recovered we will end this war.

     We have no desire to take worlds that were not originally ours.  Since the Federated Suns won't just give those worlds back to us we will take them by force of arms just as they took them from us.  You may argue who is right and wrong but once we have the worlds they took from us we are willing to end this war and establish a permanent peace.

Baronet Alfred Halstein, hails from York in the Lyran Commonwealth, Age 51, a canny, but fiery veteran diplomat who isn't shy at all.   I find the Capellan comments curious. Most curious indeed. If they were serious about wanting peace in this matter, they would have entered serious negotiations with the Davions as we have with our Circinian neighbors. No, you ally yourselves with two nations who have aggrandized themselves at the expense of their neighbors, including one who's taken more from your nation than the Davions ever did. Are you serious about peace if you make such alliances with such nations? I would also ask? Is it worth bringing death and destruction to populaces who haven't known a Liao flag in generations? How many children speak English as opposed to Chinese or Russian? And will the lessons be administered at gunpoint?

  And let's also discuss the horrific actions of your navy on Alcyone? The casualty reports are still being tabulated. You probably killed more civilians and more of your own troops than anyone else with that orbital bombardment. I assure you, were such actions to occur over a Lyran world, the response would be...swift and devastating. The rest of the Inner Sphere would like to know, does returning "lost worlds to the fold" include committing wholesale murder? Don't wait for the translation, Manderinn! The Inner Sphere is waiting!

Ah, already the posturing begins. 

Try honesty my misguided Inner Sphere friends.  We of the Marian Hegemony took Niops and other worlds, why? Because we wished for more power. It is a simple as that.  We were defeated eventually , due the arrogance of the then current Caesar, and recognised a greater power and better avenue for gaining it, alliance with our Periphery brothers.

The Capellans hate the Davions and vice versa.  You fight because you hate and desire the glorification of your own names over those of your ancient foes.

Any other justifications are little more than rambling falsehoods.

The righteous fight of the Capellan Confederation is just, as their old enemy, the Federated Suns is too strong to live in peace with.

That you, honorable Councilperson of the Lyran Commonwealth jump so hasty at the Federated Sun's side is testament to your strong relationship with the Suns, a relationship the Coordinator will always strive to aquire with you. I will remind you, however, that haste in this very Council is counterproductive to our success.

(may I ask that each person gives a name of their Diplomat at least? Would help greatly. Thanks :) )

I am afraid that the firestorm in which the Inner Sphere has turned let free reign to another thread: pirates.
All our States have been hit by them and they seem to get stronger and stronger with each passing day.

The real question is: can we work together to find a solution to this problem that plagues our States and endanger our citizens?

Mr Ambassador,

We appreciate the Taurian efforts against the pirate scourge. Pirates Haven is something of an inspiration to the law biding elements of the Inner Sphere. If we are to rebuild from the damage and horror of the Succession Wars, then piracy must be stamped out. I point to the Oberon Confederation as a shining example of another state that is doing a lot to smash pirates where they find them. I am sure we all have seen the gut-wrenching vids from Satander V?

In order to demonstrate our dedication to this issue and our good faith towards our Periphery brothers and sisters, the Caesar has directed me to inform you that Legio VI - Niopus Secondus, will hereby be attached to the inter-realm Periphery Guards as the Hegemonies contribution to any campaign against the pirates and answer directly to the ORCA-JPC.

Will any other realm, not yet committed, match our noble contribution?

While we are unfortunately unable to match the Hegemony's fine contribution due to the demands of the war thrust upon us <glares at the Marik and Kuritan ambassadors>, we are willing to place the LIC's intelligence gathering capabilities at ORCA's disposal. It's hard enough to find the pirates, and we've gotten pretty good at it for reasons that are all too obvious.

Fellow ambassadors,

The Oberon Confederation sends it's greetings and it's hopes that this conclave will produce a forum that all nations Great House and Periphery Power alike will be able to communicate freely with progressive and productive discussions.

That the first words spoken by the Capellan Ambassador are defiantly claiming that they do not need to justify launching an invasion to reclaim worlds long lost, and do not refer to the full scope of the current conflict where the Kapteyn Alliance has launched attacks all across the Inner Sphere is quite telling.  If the purpose of this so called "pre-emptive" strike is the return of worlds originally claimed by the great houses, I fear many of your Alliance's Troops are going in the wrong direction.

The official justification of the launch of war has been published as, after removing the rhetoric, I quote "Firstly, ... Houses of Davion and Steiner, ... have been massing forces of war on the Concord’s borders, ... ." and "Secondly,... we will endeavor to free those we encounter ... from ... the ... Steiner and Davion families ...."

One could point out that in order to launch any such pre-emptive strike, the Concord would have had to mass their own forces of war on the border.  As well, the shear volume of increased raiding over the past few years by all of the Great Houses is another cause for defensive types of forces to be placed such as to limit a neighbor's pilfering attempts.

The Oberon Confederation is quite unclear as to the validity of this justification of the initiation of this conflict, and this body would be very interested to hear that this is not a completely unfounded and unjustifiable aggressive action against another sovereign state.  Recently we have been reveiwing the standard Principles of a Just War, and find the Concord's actions very contrary to these standards.  We await the entire Concord's explanations.

In terms of the pirate threat to the entire civilized world, the Oberon Confederation is well aware of the danger of rampant piracy, and we will continue to actively ensure the security of our peoples.

Ambassador Simon Kosh sits down from his podium.  In appearance he is a sharply dressed man, with a slim band of very grey hair remaining around his temples and a cropped short chin strap style of goatee would almost make him look quite distinguished, until one takes in his black eyepatch covering one of his sharp blue eyes.  One could almost imagine that Simon is what one of those ancient seafaring pirates would look like if he was all cleaned up and dressed for modern high society, missing the parrot on his shoulder of course.

It has come to the attention of certain "National Technical Assets" recently that Comstar has picked a side in this war. Or at least it has seemed to.

We refer to intelligence gained by our intelligence services as to the following:

If this is true, it places a grave shadow across the operations of the Order, unless of course this material was supplied under direct contract.  If so, cannot other nations have access to such materials?

     Ambassador Han approaches the podium again.  "To compare negotiations by the Lyrans with the Circinian's to our war with the Federated Suns is a joke, and a bad one at that.  It is like saying the 800 lb gorilla was nice to the spider monkey."
     "The Davion Princes have proven time and again that they will take by force worlds that they want.  They won't give back those worlds if we ask nicely.  We now are taking them back and once it is done we will negotiate a permanent border with an agreement that no more attacks or raids will occur.  You may argue that this war is unjust but taking back what has been ours will be done.  Only then will peace talks start."
     "Say what you will about the Kapteyn powers but remember the Chancellor speaks only for the Confederation.  She has decided that we will reclaim worlds lost to the Federated Suns since the fall of the Star League and only then will she agree to peace and a permanent border where each nation recognizes the others right to the worlds they hold."

With consideration to:
-the current state of conflict between the Kapteyn Alliance and the Federated Commonwealth Alliance,
-the supply of these war materials to only one side,
-the curious origins of this volume of war materials,
-the lack of follow through on even simpler promises by Comstar of "Economic incentives"
-the lack of significant trade fleets to the other nationsor even
-the deployment of the essential services of HPG communcation stations to the periphery nations who have sought to end the periphery conflicts of recent years.
One can only speculate on the motives and operations of the Order.

Perhaps the Comstar Ambassador would care to address these issues?
