Initial arbitration terms

Coordinator Kurita, First Prince Davion, Archon Steiner, Prince Grimm.
 
In order for this arbitration to be successful the following points must be enacted immediately.
 
1)  The parties directly involved in this arbitration are those who are directly involved in conflict with the Draconis Combine as of the establishment of the Terran sponsered cease fire of July 1, 3026.  These nations include the Draconis Combine, Lyran Commonwealth, the Federated Suns, and the Oberon Confederation.
 
The Terran Hegemony is not currently at conflict with any of the parties as they have signed individual agreements with the Federated Suns and Lyran Commonwealth, have no common border at this time with the Draconis Combine, or the Oberon Confederation.  As such they are excluded from this arbitration.
 
If there are additional parties, or significant objections to this list of parties, please send them for our consideration immediately.
 
2)  In order to ensure the success of this arbitration, there must be consequences to violations.  Each nation shall
 - sign over their Starlight Broadcasting voting rights in specific regards to any aspect of this conflict into the hands of the Arbitration Committee.  These rights are to be used to enforce an interdiction upon violators. 
 -either 5% GDP or 5% of the nations regular forces EST in mercenary contracts
 - any other options and suggestions will be considered.
 
3)  The duration of the terms shall be determined by the Arbitration Committee after deliberation, however the initial timeframe will be a 5 year period of no military offensive actions mounted by the involved parties including raiding.  Antipiracy efforts against pirate organizations are not included at the sole determination of the Arbitration Committee.
 
4)  As of July 1, 3026 the Cease Fire order shall be upheld with the following stipulations.
All offensive operations to cease. 
All military forces on any contested planets are advised to extract themselves from the surface and hold at the listed Jump Point of the system.  (July Orders for all forces on constested worlds- HOLD).  NO other troop movements are advised. Subsequent troop movements and repairs will be determined by the Arbitration Committee and permitted the following month on a very restricted and regimented schedule.
 
OCAF, LCAF, AFFS forces are to consolidate at the Zenith Jump Point.
DCMS forces are to consolidate at the Nadir Jump Point.
 
Contested Planets are defined as any planet where more than 1 nation's force is present.  PERIOD no exceptions.  Existing Garrison forces are to stay on surface and coordinate relief efforts.
 
List of Contested planets follows:  Alshain, Thun, Montmarault, Ballynure, Port Moseby, Kaus Australis, Le Blanc, McComb, Royal, Dahar IV, Thestria, Cassias, Kesal IV, Groveld III, and any other system containing troops of more than one nation.  If there are systems not included in this list please inform the committee for inclusion with justification.  (ie worlds where only garrison remains with enemy forces in system, that I missed)
 
5) The Arbitration Committee will hear the case and evidence provided by each nation for their ownership of all worlds that have changed hands since the beginning of the conflict between the Draconis Combine, Lyran Commonwealth, Federated Suns, and Oberon Confederation.  After this evidence is presented, the Arbitration Committee will review and determine  the final disposition of each system and any appropriate repairations.
 
 - in the event that these items are not completed to the committee's satisfaction by all parties by July 15th, 3026, a full interdiction of the violating party, returning all military forces to the control of the other parties and and removal of all constraints holding the combined militaries from military action will be enacted.

Esteemed Delegates,

I am Louis Foquay, and as the representative appointed by Starlight Broadcasting to oversee our role within these negotiations, the Board has asked me to make the following point clear to all parties.

Though Starlight Broadcasting is willing and able to enforce the provisions of any peace agreement, we will only do so if all parties agree to the terms.  We will, under no circumstances, interdict a nation for not agreeing to final peace terms if they cannot in good conciouce sign such an agreement.

However, I have also been asked to inform you, that we have contracted Generlal Tobias Samson, a former commander of the Dismal Disinherited, who will act as overall commander for peacekeeping operations, should a ceasefire and peace be achieveable.

Starlight Broadcasting would also like to thank both the Outworlds Alliance and thier President for thier efforts in this matter and also to the Terran Hegemony and the Director-General for hosting this summit.

For the Davion Ambassador, Starlight Broadcasting will provide a continuous link with New Avalon in order to ensure that communications with your Prince are expeditious.  We will provide this service at no charge in the interests of a smooth negotiation.

The Federated Suns agrees to the use of Interdiction by Starlight Broadcasting as a method of enforcing the outcome of the arbitration so long as the terms of arbitration are acceptable in other regards.

The Federated Suns does not agree to the proposed hiring of mercenaries for enforcement as we do not regard it as an effective method.

In light of the Draconis Combine's recent actions the Federated Suns does not accept there as being reasonable likelihood that such a ceasefire will be upheld and will therefore not agree to this ceasefire as it would leave the AFFS unreasonably exposed.

As a gesture of good faith the AFFS will only take action in defense of the Federated Suns at this time.

If this is not acceptable to the Arbitration Commitee then the Federated Suns will withdraw without prejudice and will not be bound, obligated or otherwise constrained by decisions made.

The Lyran Commonwealth agrees to the terms and will abide by them in toto.

The Combine will abide by terms of the agreement once they have been signed.

Furthermore, I must agree with First Prince Davion, the hiring of mercenary forces will be a less than ideal manner with which to enforce the Treaty. The borders between our four nations are simply too vast for such a small force to patrol and enforce properly.

Interdiction and the Threat thereof, can cause untold devastation to a Successor State's Economy. Only a fool would risk Interdiction to re-ignite a war.

I believe we can all agree then that violation of a peace treaty will result in the interdiction of the violating state with subsequent borders to be determined at the end of the interdiction term.

The duration of the interdiction is to be determined by this Committee based on the degree of the violation.

No addition payments from each nations GDP will go to fund a neutral mercenary force nor will mercenaries be supplied by each nation.
