Due to recent events the Capellan Confederation is withdrawing its mutual defense treaty with the Lyran Commonwealth.  Our recent treaty with the Free Worlds League and the placement of Terran Hegemony peacekeepers on our border make it impossible for us to honor the treaty as we no longer have an "effective" border with the Free Worlds League.  The emplacement of peacekeepers prevents all military action by either party.  With no way to respond to action by the League we can not continue with a treaty we have no way to implement.
