The Federated Suns claims, per previous treaties and agreements, the following contested worlds.

Le Blanc, McComb, Dahar IV, Thestria, Cassias, Kesai IV and Groveld III

It is not the position of the Federated Suns that unprovoked aggression and faithlessness should be rewarded simply for momentary success. Therefore the Federated Suns also claims the following worlds on the basis of previous treaties and agreements the the Draconis Combine and the Coordinator are in violation of:

Mara, David and Barlow's End.

The Lyran Commonwealth hereby claims all worlds taken by the Draconis Combine in Skye that were not part of the Combine pre-Jan 3025. Furthermore, we claim all worlds in the Pandora finger including Pandora due to the fact that the Combine has not negotiated in good faith with their flagrant breach of the April agreement.

As for all other worlds granted in the April agreement, we are willing to negotiate their status, to some extent, but we feel the Combine should be penalized in some form or fashion in lieu of the return of these worlds, be it in monetary reparations or supplies to rebuild from the damage done.

Furthermore, there is a list of 65 wanted war criminals that we want handed over to allied authorities in the wake of ISF actions on Dell and Verthandi, and the DCA's bombardment of Moritz. The actions are well documented and a matter of public record.

These are the terms of Peace that the Combine is offering.

I will cede the following worlds to the Federated Suns: Le Blanc, McComb, Dahar IV, Cassias, Kesai IV, Groveld III, Mara, David,Barlow's End, Marduk, Royal, Lima, Crossing, Wapokoneta, Bennet III, Glenmora, New Aberdeen, Harrows Sun, Bergmans Planet and Elide IV. The Federated Suns cedes: Thestria, Skat, Cylene, Markab, Biham, Ancha, Sadachiba, Halstead Station, Yance I, Shinonoi, Lapida II and Kurhah.

To the Lyran Commonwealth the following: Ballynure, Benfled, Biota, Montmarault, Pandora, Ryde, Yed Posterior, Corridan V and Eaglesham and the Lyran Commonwealth cede to the Draconis Combine: Alnasi, Cebelari, New Wessex, Kaus Australis, Kaus Media, Ascella and Kuzuu.

There seems to be no worlds going from the FedSuns to the DC , unless I am reading this wrong and that is the most generous retreat in the Dragon's history?

Interesting offer.

Disregarding for a moment that you're offering to give up worlds you don't necessarily hold, you want me to give up every world the Federated Suns has taken in exchange for most of those that you have.

Here's a counter-offer:

The Federated Suns returns the following worlds to the Draconis Combine: Thestria, Skat, Cylene, Markab, Biham, Ancha, Sadachiba, Halstead Station, Yance I, Shinonoi, Lapida II and Kurhah.

The Draconis Combine surrenders the following worlds to the Federated Suns: Le Blanc, McComb, Dahar IV, Cassias, Kesai IV, Groveld III, Mara, David, Barlow's End, Marduk, Royal, Lima, Crossing, Wapokoneta, Benet III, Glenmora, New Aberdeen, Harrow's Sun, Bergman's Planet, Elidere IV, Galtor III, Deshler and Harpster.

That takes us back to the 3024 border.

Why don't we then simply go back to the borders at 2750? Or even 2150?

I understand the desire for peace, and I support it. However, the events of the last 2 years cannot simply be
ignored or forgotten.

The Commonwealth would accept these terms if the Combine also withdraws from Phalan, Accrington, and Baxter. Failing this, we would instead accept 100GF and $500 in reparations.

The Oberon Confederation reinforces the claim for the following worlds based on previous the previous treaty agreed upon by all parties.
 
Basiliano, Csesztreg, Feltre, Harvest, Hohenems, Kandis, Kirchbach, Kufstein, Leizen, Lovinac, Memmingen, Mozirge, New Caledonia, Ridderkerk, Rodigo, Stanzach, Svarstaad, The Edge, Unzmarkt, Verthandi, Vorarlberg.
 
Due to the most recent treaty violation by the Draconis Combine, we seek suitable assurances and reparations including production runs from the facilities of Joint Equipment Systems and Alshain Battleworx of Alshain.

The Co-ordinator's offer was very close to the 3024 borders. If that was the direction of his thoughts, why not go all the way?

I'd laid out my offer, he'd laid out his. Now I'm laying out a counter-proposal to the Coordinator's offer. It's now his turn to either accept or make another offer. A little give and take, as is often the case in negotiations.

After these long months of war, I do not think either our of nation-states will accept a complete return to the 3024 Borders.

Unless the Lyran Commonwealth will join in on this proposal?

If we could amend the list of the worlds I provided, would it be a possibility?

I'm fairly certain that the Oberon Confederation would object to returning to the 3024 border so as much as it appeals to me, perhaps not.

In principle, I'm not opposed to giving up worlds that the AFFS has taken in exchange for those that the DCMS has taken.

I simply thought that you would prefer to minimise the Mallory's World Salient.

Returning to the 3024 border would be extreme.

If all parties have issued their terms, and evidence to support their claims, the Arbitration Committee will begin deliberations.

The Arbitration Committee will consider all negotiations, claims, evidence, and offers contained within these meeting notes, prior to making any decisions.

This is the Draconis Combine's final offer, in each case the Combine is
giving up, or recognising, far more than it is receiving.  Any more demands
for concessions will result in a loss of face unacceptable to the Dragon
Throne.  As the Combine has been willing to cede more than it receives from
the outset of these negotiations, AND is willing to be bound by a five year
interdiction enforced treaty, the Combine feels further pushing for more
concessions by the Allied states cannot be accepted in any way, shape or
form.

Federated Suns Counter-Offer

The Draconis Combine agrees to the offer, bar the worlds of Galtor III and
Marduk for symbolic reasons.  This would break down as follows:

*       DC Cedes

*       21 Worlds
*       125 enclaves
*       $12,500 Total value

*       FS Cedes

*       14 Worlds
*       91 enclaves
*       4 GF production
*       $11,100 Total value

As can be seen, the Federated Suns is still gaining more in the deal

Lyran Commonwealth Counter-Offer

The Draconis Combine does not agree to the additional three worlds or paying
for them, due to the following comparison from the Draconis Combine's
original offer:

*       DC Cedes:

*       9 worlds
*       44 enclaves
*       18 GF
*       $13,400 in total value

*       LC Cedes:

*       7 worlds
*       50 enclaves
*       0 GF
*       $5,000 in total value

As can be seen, the Lyran Commonwealth was already gaining far more in the
original deal

Oberon Confederation Demands

As the Oberon Confederation was not directly attacked by the Draconis
Combine, only becoming involved when it launched its own offensive
operations, the Draconis Combine will not provide any reparations or
production from its facilities.  However, the Draconis Combine will
recognise the Oberon Confederation's territorial claims as previously
outlined."
