Then may I bring something to the table?
In the unaligned area between the Taurian Concordat, the Federated Suns, the Capellan Confederation, the Free Worlds League and the FRAC, there is according to our sources a huge concentration of pirate units.
Is anyone willing to help us clean it?

"Honored ambassadors, within the next few months the Capellan Confederation believes it can commit four regiments to this operation.  Since there are about five regiments of pirates how many troops will the Taurian's commit?"

James Darius Davion checks his notes and then rises. "At this time the AFFS does not have forces available to assist, although in the even of a similar situation in proximity to our Periphery March, we may be able to contribute to such activities."

He pulls out another note. "I am authorised to notify my fellow ambassadors here that negotiations between Sian and New Avalon have been underway and making steady progress. As of 1 October a ceasefire has gone into effect along our border."

"Ambassadors, I have been instructed to tell you that the Capellan Confederation and the Federated Suns are now at peace.  All units are withdrawing to their borders and exchanges of POW's will start soon."

"Both parties have agreed that the borders as negotiated will be permanent and both sides are giving up claim to all worlds not part of the treaty.  In effect both First Prince Hanse Davion and Chancellor Candace Liao have pledged that no further invasions, raids or state sponsored rebellions will ever occur again."

"I would encourage the other parties involved in the 4th succession war to decide on a permanent peace."

Ambassador Han then walks over to the Davion representative and bows respectfully before turning and leaving the room.

"While we applaud the Davion-Liao peace, we will not make peace with the Combine until the war aims of the Commonwealth and those of our allies are met. The Dragon has met numerous offers to negotiate a reasonable peace with ridiculous demands and disingenuous negotiating tactics. Furthermore, the actions of the DCMS on Verthandi and other captured worlds is nothing short of barbaric."

(Hands out holos of mass graves, with bodies of varying size tossed carelessly into the the pit. Most of the bodies are clearly civilian, a few are in Lyran uniform).

"This is one of 20 mass graves we have discovered on Verthandi. We can only guess what is happening on other captured Lyran worlds."

"No sir, we will not be party to appeasing atrocity."

"Peace will only come when the Dragon is made to fully account for it's actions in this war."

Listening to the Lyran Ambassador, Urizen's face grows redder and redder before with a snarl he leaps over his desk and charges at the Ambassador, inches before the punch aimed at the Lyran's face would have landed Urizen manages to restrain himself.

The Kuritan Samurai leans in close his face a mask outrage: "Lyran, I have listened to your lies long enough. How dare you accuse us of these atrocities, when your own Loki-funded terrorist cells are even now causing untold destruction in the Principality of Rasalhague. How many Loyalist Schools and Churches have you destroyed in your quest to sow chaos to slow down the armies of the Draconis Combine?" Slowly the Samurai turns and walks back to his seat, the rage still clearly evident in his body "I personally commanded the soldiers of those Ghost Regiments, I recruited and trained those men to the expectations that Coordinator Kurita had. He gave me one more chance to lead soldiers into battle when no-one else would have the failure that I am. Now you accuse my men of committing genocide? How dare you Lyran?"

Another emotion flashes across Urizen's face "If you had any honour Lyran, you would face me in a duel over the charges, Coordinator Kurita however forbade me from spilling one drop of blood upon the Holy Terra. When you actually have proof of these accusations, then perhaps you can formally make a charge, please do not try and win emotional support with falsified claims."

With that Benjamin turns his back on his fellow Ambassadors and stalks out the Chambers.

Ambassador Han enters the chambers.

"The Capellan Confederation would like Comstar or another neutral party to determine the truth of the Lyran representatives accusations.  Unproven claims should be given no interest until verified by a third party."

"Should the Federated Suns have similar claims against the Confederation I would invite them to bring them now so we may investigate.  Any proven claims will result in the prosecution of any war criminals and reparations to the harmed."

The Taurian Concordat can only agree with the Ambassador of the Capellan Confederation. I think an independent commission is the best option but it also takes an independent yet recognised body to give and enforce any sanctions.

"Chancellor Candace Liao congratulates the Archon on her "skillful" diplomacy with the Free World League.  I have done what I did for the good of the Confederation and you have done the same for the Commonwealth.  I salute your actions and take them as what they are, you protecting your realm by any means."
