Ambassador Holstein notes the quiet, and becomes concerned, it beat the shouting matches of previous sessions and the barbs between him and the Kurita and Marik ambassadors. But this was different. Geneva had the potential for some relevance. But discussion, frank discussion, needed to occur.

"Gentlemen, there is an issue of some concern to the Commonwealth. As you know, Lyran troops were sent in to the Circinius Federation last month as peacekeepers. Sadly, the locals used the peacekeepers as shields for nefarious acts, or worse. We fear with good reason, for the political stability of the Federation. We ask the ORCA members here, as the Federation is a member of ORCA, what they are prepared to do to salvage the situation?"

A confused look comes over Ambassador Kosh's face.

"I do not believe that the Lyran's lost before they called for Neutral Arbitration, but to stop additional loss of civilian lives.  So they in fact were the victors, and had a claim to both the possession and the spoils, to paraphrase the Marian Ambassador's two adages.

However the question remains, what will be done to ensure the stability of the Circinus Federation?  The Oberon Confederation has in the past, and will reiterate it's offer to supply neutral peacekeeper forces upon the request of the Federation.  It is in the best interest of all parties to ensure the stability and protection of the people of these and other struggling regions seeking to ensure their future and continued Independence."

If you will excuse me but I think the Taurian Concordat and its allies the Outworlds Alliance and the Magistracy of Canopus have already sent once peacekeepers that are on their way and provided with enough time, we will be pleased to do so again.
We are neutral in these matters and if we can help...
