Agenda Proposed by the Commonwealth

Normalization of trade relations

A Inner Sphere diplomatic group be formed to meet periodically to discuss lessening trade barriers between states. The Lyran Commonwealth feels that trade is the best way to prevent war.

Extradition procedures

That all states in the Inner Sphere determine a uniform procedure for the extradition of wanted criminals, and that this procedure govern such actions from henceforth. This is especially required in the cases of wanted pirates and war criminals.

War Criminals

That a standard set of war crimes and crimes against humanity be determined and those responsible for such crimes be made available to stand trial either by their victims, or by an international tribunal.

Disposition of ethnic and religious minorities

That a process be established whereby ethnic minorities in hostile states (e.g: Jews in the Draconis Combine) be allowed to emigrate without restriction to states more amenable to their said ethnic or religious minority.

Reunification of separated families

That there be an Inner Sphere wide process to reunify families separated by hostile borders and allow families to chose as a whole what state they will reunify in without repercussion.

Refugee Issues

That there be an Inner Sphere wide organization established to manage the issues of war orphans, displaced persons and stateless persons and see to their reintegration in their new society, or to be helped to rejoin their old society elsewhere.

The Oriente delegation is wondering how you propose to get nations with strict social and emigration polices to sign such a clause, as it would create great issues for thier social strucutres?  It would also behoove the Lyran delegate to not use specific examples in such open negotiations, as they will only antagonise the other powers.

     The Confederation votes yes.

Extradition procedures

That all states in the Inner Sphere determine a uniform procedure for the extradition of wanted criminals, and that this procedure govern such actions from henceforth. This is especially required in the cases of wanted pirates and war criminals.

     Yes, but only if all parties agree on an agreed on investigation by a third party to ensure reasonable belief that a crime has been committed.  No accusing a General of war crimes because his troops killed civilians in a cross fire between his forces and enemy forces attacking them.

     Yes.  No nation should want to keep an ethnic minority which will by necessity be forced into rebellion to protect itself.

     Yes.

Refugee Issues

That there be an Inner Sphere wide organization established to manage the issues of war orphans, displaced persons and stateless persons and see to their reintegration in their new society, or to be helped to rejoin their old society elsewhere.

     No.  Each nation should take care of their own.  If they fall under another category let it be handled there.

Trade shall be determined by each realm. The Terran Hegemony is under no compulsion to offer goods to any realm, or receive trade ships from any realm it deems a threat to its internal and external security.

Each realm will adhere to their own standards of conduct, which includes the disposition, transport, detainment, extradition and punishment of criminal offenders. The Terran Hegemony will follow its own penal code as it has been set by the Hegemony Supreme Court.

I believe it's called the Inner Sphere Red Cross, and it's a non-profit, private organization that does just that. I do not believe it is necessary to attempt to organize, run or provide such an organization with official government resources. The Terran Hegemony will see to the needs of its citizens, as I hope the Commonwealth, or Combine will see to theirs.

The Commonwealth would support such a modification.
