Would it be possible for the Magistracy to be the headquarters of a criminal organisation operating in the whole Inner Sphere (or in parts of it)?
Or would that be too much for the Magistracy?

You mean for the Syndicate? Why the Magistracy? It is so far removed from the core worlds where the criminal element is more prevalent.

During the SW-I era?
I doubt there will be any communications from the periphery other than the occational pony-express ship headed in that general direction. If there was such an organization during the SL era it would have fragmented during the wars.

I did not mean the Syndicate per se.
I was just throwing random ideas I had.

I would rather make it happen during the Shattered Dawn period but this is an interesting point: origin and communication means.
I will think about it.
