This I agree with but this is quite a lack of efficiency from the military.
Hopefully they did it during a "peaceful" period.

The Age of War was hardly peaceful, so the answer is "no", the change took place during conflict. (Incidentally conflict likely increased the tempo of the conversion. I hate to say it, but war tends to spread "newness" all over the place.)

I think we could see some units (more than some) not receiving the right ammo and equipments.
