Okay this is something that I have been mulling over for the past few months, mortars are normally an infantrymans first heavy support weapon that can be brought to bare on an enemy quickly that will do area damage.
It has always been missing from battletech game for some reason, mortars can keep and enemy pinned down and do massive damage.
As a base for the mortar I used the Thunderbolt 15, changed the damage aspect to 12 (1 point for every 10mm) and made the minimum range 3, if you want to know more about the mortar just look at the US Armies Stryker Mortar Carrier.
