It'd be likely for different companies to go different routes.

Adding infantry bays... very simple in the game. Not so easy in practical terms.

It doesn't always save costs, admittedly. I tried it with the Monitor Naval Vessel and despite cutting 10 tons of weight, the result still cost a quarter million more than the ICE model.

That's kinda nuts wonder why?

Maybe fuel cell surface vessel combo has a multiplier

Really, as long as there is an unbroken line of people calling themselves "Clan Nova Cat," it doesn't really matter to me if they're still using Iron Wombs or not. They may be dead as a faction, but as a people they still exist. It's not uncommon in the real world, after all.

Engine costs over double an ICE engine, so the savings from making the rest of it smaller don't add up I guess

It depends how much weight you can save at a guess. And the savings on the Monitor amount to only 10 tons overall (the Vedette dropped almost half it's weight, no surprise given what a fat pig the ICE model is)
