The Republic has a long history of individual freedom even though Amaris tried to shape this to his will.

Perhaps but they followed their crazy ruler all the way down.

I doubt the League would have tolerated slavery especially in the Periphery where it would want to show its best PR.

Call them prisoners then.

More likely Amaris didn't care- he had the Terran Hegemony, crown jewel of the Star League- what did he need with the RWR.  Also he expected the Periphery mech divisions to defend the RWR- but by and large they didn't

You are right but I still think he didn't think the Star League Defence Forces would fight for a non-existent State.
And the not showing up of the Periphery Divisions just give more potential to my desperate measures idea (or so I think).

I might have gone a little too far and will probably decrease the numbers.
I know the best units were deployed in the Terran Hegemony, leaving only second hands units and equipments in the Rim Worlds Republic.
This is why I wanted to give them old and barely functional weapons.

What about changing the background story and making them members of the Rim Republican Army
 that enlisted "en masse" to fight against Amaris once the Rim Worlds Republic had been freed?

Well how about they are reactionary traditionalists who want to turn the clock back to a better time. They hate all those new Terran settlers including that bum Amaris. If we talk BTSD perhaps they despise Project Phoenix for looting their homes. Basically they want a return to the Rim Worlds before Amaris. On top of that they could have been political prisoners of the Amaris regime. The Star League would want them locked up as bad as Amaris.

See the Reunification War. You know what the Republican cause did in the Rim Worlds. You also know about the Terran colonization of the Rim - see JHS Terra for that. So put the two together. Amaris is gonna have his own political enemies who want him and his Star League allies out. So they'd be in prison. Regent Mohammed Selim faced with a massive Star League invasion needs all the warriors he can get. Maybe Amaris gives him "do what you must to defend the Rim Worlds". Selim then turns that in turn "Chain Gang" like prison unit (see Dirty Dozen) figuring these guys hate the SL so much I'll let them at em. Unleashing this force might not go as expected and they probably have the worst equipment possible.
